Rostec will open the newest production and training center in Perm, where two thousand multi-skilled workers will be trained annually. The agreement on cooperation in the field of personnel training was signed by the Governor of the Perm Region Dmitry Makhonin and the industrial director of the Rostec aviation cluster Anatoly Serdyukov. Nine Rostec enterprises are located in the Perm Region, employing over 30 thousand people.
Almost 20 thousand of them are representatives of industrial working professions. Due to the growth of production programs, the number of employees should grow by at least 50% by 2030. The most popular working professions today are turners, milling workers, including those working on CNC machines, adjusters of CNC machines, electrical fitters and mechanics of mechanical assembly works.
The Governor of Perm Krai Dmitry Makhonin noted that the industrial enterprises of the region solve the most important tasks of federal importance.
"They are actively developing: in the coming years, with the support of the Federation, the owners plan to invest about 250 billion rubles in the technical re-equipment of military-industrial enterprises. Therefore, the need of enterprises for personnel continues to grow, and in some areas in the coming years, the demand for specialists will increase two to three times. We are aware of the importance of providing industrialists with qualified personnel, therefore, for our part, we provide our enterprises with comprehensive assistance in solving this issue. In cooperation with them, our educational institutions create educational programs directly for the tasks of production. In training specialists, we adhere to a practice-oriented, dual approach, we implement the federal project "Professionalism", together with companies we are constantly working to improve the material and technical base for training - this is only part of what we are doing. I am sure that the creation of the Rostec production and training center will be another important step towards achieving our common goal," the governor stressed.
The project is based on the foreign experience of practice-oriented training. The production and training center will be equipped with technological equipment similar to that used in mass production at Rostec enterprises. Thus, students in the learning process will be involved in the manufacturing processes of real serial products. Only 30% of the study time students will be at their desks, 70% – in production workshops with masters and teachers-mentors.
"The program for the development of the air transport industry sets us a large number of tasks. By 2030, Rostec enterprises must supply the country with more than 500 aircraft, at least 750 helicopters, and almost 5,000 aircraft engines. With the growth of production volumes, the need for workers and engineering personnel is growing. I would like to note that the aircraft industry is one of the most high–tech industries, which dictates very high requirements for the training of new specialists. In fact, we need not just workers, but multi-specialists who have the skills to work in at least five professions and are as ready as possible after graduation to solve real production tasks. Here in Perm, we plan to train 2,000 such specialists annually. Similar projects are already being implemented in Ufa, Moscow, and a project is being prepared in Kazan," commented Anatoly Serdyukov, Industrial Director of Rostec Aviation Complex.
At the facilities of the PUC, both professional training of workers (multi-specialists) from scratch will be carried out, as well as work on professional development and retraining of existing personnel, as well as on training mentors in production. The center provides corporate scholarships for target students enrolled in secondary vocational education programs, the amount of which depends on the results of intermediate certification and can reach 14 thousand rubles per month. At the end of the training, students will receive guaranteed employment at Rostec enterprises, and their own employees will have the opportunity for career growth.
"UEC-Perm Motors has started serial production of the PD-14 engine for the Russian medium-haul aircraft MS-21-310. By 2030, the annual production volume of MS-21 aircraft in Russia should be 72 pieces, and it should be released in 160 PD-14 engines annually. This is great news for a large number of young people who are choosing their future. The popularity of professions often changes: managers, lawyers, economists, accountants. However, time has shown that the demand for highly qualified workers, whose work is adequately paid, remains constantly high. Especially now, when we have ambitious goals for decades to come," said Vadim Badeha, CEO of Rostec United Engine Corporation.
The first PUC of the Rostec aviation complex was opened in Ufa on the basis of UEC-UMPO in 2019. Today, more than 1,600 students are studying at the center, of which 985 are students. A similar project was launched in 2021 in the capital together with the Department of Education and Science of the city of Moscow. This year, 1.7 thousand target students will be recruited to Moscow colleges.
