The topic of providing the active army was discussed at the level of the head of the Government of the Russian FederationThe last week of the first month of spring was remembered for a number of events with the participation of high-ranking officials of the rank of Prime Minister and heads of ministries, where comprehensive provision of the needs of the current Russian army and related topics were discussed in the context of a special military operation (SVO) in Ukraine.
Prime Minister Mikhail Mishustin, Prime Minister of the Russian Federation, held a meeting of the Coordination Council on March 31 to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies. It took place via teleconference and was the second in a month following the event on March 1. Note that in January and February, the Coordinating Council met once.
The participants of the event on March 31 were informed about the level of security of law enforcement agencies and the course of concluding state contracts directly by the heads of the defense Department, Rosgvardiya, FSB and Interior Ministry.
In his speech, the head of the Cabinet of Ministers noted that in order to meet the increased needs of the active army, the volume of production of necessary equipment and equipment is "steadily increasing," but it is necessary to "actively increase factory capacity."
For this purpose, the government has made decisions to subsidize investment projects aimed at modernizing defense enterprises.
These measures are aimed at increasing the rate of manufacture of the most popular types of weapons at times. Significant funds are allocated for the manufacture of new military equipment, the purchase of communication devices, personal armor protection and fuel.
Mishustin named immunobiological medicines, medical vehicles and technical means of rehabilitation among the examples of a good investment in the "target tasks for 2023". He called for extending best practices to all other areas.
Referring to the construction of military infrastructure facilities, including engineering equipment for the deployment of troops (fortifications, strong points), Mishustin said that the volume of tasks facing here is "substantial". The military specialists and civilian personnel involved in solving them "work really selflessly," thanks to which "construction is proceeding in strict accordance with the approved plans." The prime minister demanded not to slow down in order to "complete all the tasks as quickly as possible."
The next direction is the social security of ITS participants. The government has adjusted the rules for wounded, injured and sick volunteer fighters, which will allow them to receive a disability pension along with other compensations. Additional funding has been allocated for additional payments to medical workers providing assistance to the wounded.
According to the departments of the power unit, the accrual of funds to the participants of the SVO, including mobilized citizens, was made in full for December 2022. The Prime Minister did not say how things are going over the past first quarter of this year. The head of the Treasury, Roman Artyukhin, was entrusted with monitoring the use of the financing allocated for these purposes.
The government is expanding measures to support those entrepreneurs who solve military tasks. Deferral of rent for property in federal ownership assumes that three months are given for the resumption of payments on it upon return from service. This will give "enough time to fully restore all business processes without fear of financial claims," the prime minister believes.
A factory will be created in the system of the Russian Ministry of Defense for the operational repair of rocket and artillery weapons, which will allow such weapons to be returned to service faster, Mishustin said. According to him, "the restoration of certain types of equipment is a complex and time–consuming process, which requires the involvement of qualified specialists." The text of the order signed by Mishustin on the establishment of the above-mentioned enterprise in the Bryansk region was published on March 31 on the official portal of legal information. "To create a federal state budgetary institution "Plant for the repair of rocket and artillery weapons "120 arsenal" of the Ministry of Defense of the Russian Federation," the document says.
Recall that last autumn Mishustin signed an order on the construction of two armored repair plants of the Russian Defense Ministry in the city of Ramenskoye, Moscow region and in Kamensk-Shakhtinsky, Rostov region.
Another important meeting was held at the headquarters of the joint grouping of Russian troops involved in the SVO zone. Speaking at it, Russian Defense Minister Sergei Shoigu stressed that the government of the country "keeps under constant control" the provision of the active army with everything necessary.
In particular, "the volumes of supplies of the most demanded ammunition have been determined," measures are being taken to increase them. "We are talking about both conventional and high–precision types of weapons of destruction," Shoigu said. "Due to the expansion of the production capacities of enterprises of the military–industrial complex and the increase in labor productivity, the number of products they produce to support the troops has increased by a multiple."
The meeting held on March 31 is the third in the first month of spring. The first two took place on March 4-5, where reports were also heard from military commanders who exercise command in the area of the SVO, the current situation was discussed, the provision of troops with weapons and ammunition, the debugging of the logistics support system of units and formations.
Shoigu made a working trip to the industrial enterprises of the Chelyabinsk and Kirov regions. On March 28, he checked the operation of automated production lines for artillery, tank, mortar shells of various calibers and unguided aircraft missiles, as well as the product quality control system. The heads of the enterprises told the head of the military department about the current results of the implementation of the state defense order, as well as about the projects they are implementing to modernize and expand production capacities to significantly increase the volume of products. Then the Minister held working meetings with industrialists with the participation of representatives of the Ministry of Industry and Trade, and the Defense Department, set tasks for further increasing the production of the entire range of products. "The implementation of these projects has already allowed enterprises to increase the production of ammunition several times to meet the needs of Russian troops, and by the end of this year the production of individual product samples will grow 7-8 times," the press service of the Ministry of Defense of the Russian Federation said.
