This was stated on Wednesday by Russian Deputy Foreign Minister Sergei Ryabkov during the discussion "A world without the DSNV: what's next?" at the site of the Valdai International discussion Club.
"According to the totality of circumstances related to the destructive and hostile actions of the United States, the decision to suspend the Strategic Offensive Arms Reduction Treaty was a forced and almost inevitable step," he said. "The absolutely unprecedented degree of hostility of the United States, the course of reckless escalation of the conflict in Ukraine, the conduct of a total and increasingly sophisticated hybrid war against Russia have fundamentally changed the entire security situation for us," Ryabkov stressed.
Russia, according to the diplomat, "does not deviate from the statement that it was a radical change in circumstances compared to those in which it was concluded that led to the suspension of the DSNV." "This is not a figure of speech on my part, but it is a reference to legal, legal norms, in particular to the Convention on the Law of International Treaties of 1969," the deputy minister added.
Russia will take into account the ability of the United States, France and the United Kingdom to jointly use nuclear capabilities against Moscow when determining the future fate of the DSNV, Ryabkov said.
"We can no longer exclude the factor of the combined arsenal of the United States, Great Britain and France. Against the background of the current realities, when determining the future fate of the Strategic Nuclear Forces, we will necessarily take into account the ability of these countries to jointly use their nuclear capabilities against Russia," the deputy minister said.
Ryabkov pointed out that these countries, which are members of NATO, are increasingly actively acting as a united anti-Russian front and declare their desire to inflict a strategic defeat on Russia.
He also noted that the United States should have agreed earlier on the elimination of Russian concerns about the START Treaty, now it is no longer possible.
The Deputy Foreign Minister of the Russian Federation also pointed to the obvious assistance of the American side to the Kiev regime in attacks on Russian strategic facilities declared in the treaty. "At the same time, the US demand to return access to Russian START facilities to them in such circumstances is striking in its inadequacy, especially given that initially it was the American side, as a result of restrictive measures imposed by it, that deprived us of the opportunity to inspect START facilities on American territory unhindered and on a completely equal basis," he added.
Earlier, Ryabkov said on the air of Channel One that there could be no talk about a "reverse" of Russia's position on suspending participation in the DSNV with the current actions of the United States.
Russian President Vladimir Putin announced in a message to the Federal Assembly on February 21 that Moscow was suspending participation in the DSNV, but was not withdrawing from it. The Head of State stressed that before returning to discussing the issue of continuing work within the framework of the treaty, the Russian side should understand for itself how the arsenals of not only the United States, but also other NATO nuclear powers - Great Britain and France - will be taken into account in the START Treaty. On March 1, Putin signed a law suspending Russia's participation in the DSNV.
