According to the first Deputy Prime Minister, it is also time to "help domestic technology companies make a breakthrough in the development of space technologies"MOSCOW, January 16.
/tass/. Russian private business is capable of making a breakthrough in the development of space technologies. This was stated by First Deputy Prime Minister Andrei Belousov, commenting on the signing of an agreement on cooperation between business and the state on the roadmap "Promising space systems and services".
"The time has come to truly open space for Russian private business and help domestic technology companies make a breakthrough in the development of space technologies. The main innovation of the agreement is that a pool of interested companies has been formed, professionals in the space industry who are ready to develop, manufacture and operate modern satellites and provide competitive services based on their use," he said.
According to the first Deputy Prime Minister, "the government and Roscosmos undertake to support these companies and help at all stages of the life cycle of their products."
"Roscosmos, of course, will ensure the application of a systematic approach to the management of the satellite constellation, will offer its capabilities for the development and production of satellites, as well as services for launching small spacecraft into orbit. The government will primarily provide regulatory, organizational and financial support," Belousov stressed.
In turn, the General director of Roscosmos, Yuri Borisov, noted that the basis for building up the orbital grouping will be serial production, which the state corporation plans to build. "But we must follow global trends and open the market for private investment, following the example of the USA, Europe and China. The signing of this agreement is the first step in the practical implementation of our plans," Roscosmos quotes Borisov as saying.
Earlier, Roscosmos announced the signing of an agreement of intent with the Russian government and private companies that will be involved in the creation of domestic satellite groupings and ground infrastructure.
According to the signed document, the Cabinet of Ministers, Roscosmos and private companies will implement a roadmap for the development of the high-tech direction "Promising space systems and Services" until 2030. Its main tasks include the qualitative and quantitative development of the orbital grouping, the transition to the formation of the unified information space system of Russia. It is also expected to involve commercial companies and investments in the industry, coordinate the creation of promising space systems of a new generation and the formation of a unified information space based on the use of the capabilities of a multi-satellite constellation.
In order to implement the tasks set, the government plans to create a comfortable regulatory environment, apply tax incentives and financial support. In turn, Roscosmos and private companies will conduct research and development, invest in the production and promotion of products, and create competence centers.
"This will contribute to the development of satellite communication systems and remote sensing of the Earth in Russia from the project of orbital groupings to the final product with the creation of domestic services to meet domestic demand," Roscosmos added.
