TSAMTO, November 11. PJSC NPO Almaz (part of the Almaz-Antey Concern of East Kazakhstan Region) will hold a round table on the development of unmanned aviation in Russia on November 16 as part of the Transport of Russia 2022 exhibition.
The topic of the round table: "Monitoring the use of airspace over megacities as a tool for implementing the Concept of Integration of Unmanned Aerial Vehicles (UAVs) into a single airspace and the development of urban air mobility."
The round table will be attended by representatives of federal and regional executive authorities, companies that develop digital services that ensure the development of urban air mobility, manufacturers and operators of UAVs.
The rapid development of aviation technologies and trends in the "provisioning" of aircraft entails a multiple increase in the number of UAV flights. This, in turn, requires legislative regulation of such flights and their safe integration into a single airspace, which is currently already used by manned aviation.
Taking into account this problem, the Russian government in 2021 adopted the Concept of the integration of the UAV into the Unified Airspace of the Russian Federation and the Plan for the implementation of the Concept until 2030. One of the activities of the Plan provides for the creation of new and (or) modernization of existing aviation surveillance systems.
According to a number of expert estimates, the increase in the number of UAV flights will occur primarily in large cities, since they contain a large number of possible tasks (missions) involving the use of UAVS, as well as sufficient financial and technological resources.
PJSC NPO Almaz (JSC Concern of East Kazakhstan Region Almaz-Antey), together with the government of St. Petersburg, has already implemented the task of creating a similar monitoring system for the use of airspace over the metropolis at low altitudes, capable of monitoring both manned aircraft and UAVs.
In 2018-2019, a network of stations of the multi-position surveillance system (MPSN) was deployed, a Monitoring Center was created. In 2021, the MPSN and the Center will be supplemented with a radar station for monitoring low-altitude small-sized targets. To date, this is the only system of this kind on the territory of the Russian Federation.
Currently, controlled operation and expansion of the system are underway, and a digital platform for airspace users is being developed jointly with Fly Drone.
The system allows the interaction of the city authorities issuing permission to fly over the city, both with legal entities-users of the airspace in the restricted use zone of the airspace over St. Petersburg (established in the interests of the Government of St. Petersburg), and with individuals. Information about flights can be issued to law enforcement agencies, the Federal State Unitary Enterprise "State ATM Corporation", the Federal Air Transport Agency, situation centers of anti-terrorist commissions of subjects and other organizations (by affiliation).
The development of digital services of the system will create a single window for operators of manned aircraft and UAVs with the possibility of registering a user, his fleet of aircraft, determining conditions and agreeing on a flight plan, and in the future – commercializing the use of airspace.
During the implementation of the project, the need was identified to harmonize the regulatory framework at the federal and regional levels for the system integration of UAV flights into a single airspace, the exchange of planned flight information, the creation of zones of experimental legal regimes for testing technologies, the introduction of requirements for mandatory equipment of UAV transponders that allow their identification.
Due to the relevance of these issues and the need for an exchange of views, a round table is planned to be held within the framework of the exhibition "Transport of Russia-2022", which will be held on November 16, the press service of JSC "Concern of East Kazakhstan Region "Almaz-Antey" reports.
