Specialized units and subunits will be created to help the civilian population in the regions affected by military conflicts. They will be equipped with transport, repair facilities, food, water and clothing supplies. According to experts, the decision on the formation of such units was made, among other things, based on the analysis of the experience gained during the military operation in Ukraine.
Uniform variety
As sources in the military department told Izvestia, the issue of creating specialized units and subunits for humanitarian operations is being worked out. Now the issues concerning their number, organizational and staff structure are being studied. As a result, a final decision will be made on the formation of humanitarian units and subunits.
According to sources, it is assumed that the gumvoyska will not perform combat missions — they must deliver aid to local residents. We are talking about everything that people in conflict-ridden areas are often deprived of: provisions, water, warm clothes and much more. As part of the units of humanitarian troops, stocks of food, fuel, and material property will be created. In their fleet there will be motor transport, repair facilities. It is assumed that the "humanities" will be mobile. Therefore, they will be able to operate in different regions of the globe.

In recent years, the Russian army has actively participated in humanitarian operations, and a variety of types of troops have been involved. In Syria, Russian military doctors provided medical assistance to local residents. Railway troops were involved in flood relief. The troops of radiation, chemical and biological protection carried out disinfection of important objects.
With the beginning of the military operation in Ukraine, the Russian Armed Forces became responsible for the lives of civilians in the liberated territories. The servicemen distributed humanitarian aid, repaired infrastructure facilities, provided evacuation of the population to the rear. However, such activities are not considered specialized for combatant units, and their resources are limited. Humanitarian troops will be created to help people more effectively.
— Apparently, we have reached another important stage of our military, when it is necessary to think not only about the strategy and tactics of warfare, but also about how to establish life in the territories that have now become our sovereign, — Irina Vetrenko, head of the Department of Social Technologies of the Northwestern Institute of Management of the RANEPA, told Izvestia. — The creation of such parts is very correct. Firstly, it inspires hope and faith that this will end soon and people will return to normal life. In order to help them, such parts are created.

Irina Vetrenko suggested that their staff will include psychologists who have something to work on, starting from open and hidden injuries.
— Conventional troops have a completely different purpose. They are certainly aware that civilians need to be helped, but this is not their main task. The stage has come when it is necessary to divide the functionality," the specialist summed up.
Humanitarian alternative
It is possible that alternative service will be possible in such units, military expert Alexey Leonkov noted.
— Many people want to help people in the military operation zone, but they don't want to do it with weapons in their hands. And someone has health restrictions. But these people can make a contribution," the expert explained. — With the creation of such units, the centralization of humanitarian and volunteer assistance is obtained. The private initiative of volunteers is very important and timely, but, unfortunately, volunteers often die here because they are not military, they act according to their own plan, and this leads to tragic consequences. On the other hand, it is possible to legalize volunteers just for these humanitarian parts. This will increase their status, protect them, so that in case of unforeseen circumstances they will be assisted.
In general, centralization expands the possibilities of volunteers. To distribute bread to the population, to deliver medicines — all this can be done much more efficiently. It is possible that such units will receive protection and will operate in areas where, for example, a sweep took place, Alexey Leonkov added.

A few years ago the Ministry of defence began to create a rapid reaction force. They are formed on the basis of compounds of the airborne troops and Marines.
