TSAMTO, November 1. On November 1, a thematic conference call was held in Moscow at the National Defense Management Center with the participation of the Minister of Defense of the Russian Federation, Army General Sergei Shoigu.
According to the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation, at the very beginning of the meeting, the head of the military department said that in accordance with the Presidential Decree of September 21, 300 thousand people were called up during partial mobilization. "At the initial stage, there were shortcomings in the activities of military commissariats," Sergei Shoigu admitted. – But we have taken urgent measures to improve the organization of their work. This has brought its results. All regions have sent a set number of mobilized to military units. On October 29, the General Staff gave instructions on the completion of the conscription of citizens for mobilization."
The Minister thanked the deputies of the State Duma and senators of the Federation Council for the prompt adoption of laws aimed at improving the social security of conscripted citizens, who have jobs saved, and support is provided to their family members.
Citizens who are called up for military service on mobilization are provided with a monetary allowance in accordance with their position, but not less than 195 thousand rubles per calendar month.
The combat coordination of the formed units is being completed at the training grounds. The main efforts are focused on field training, the ability to use means of communication, navigation and reconnaissance. More than three thousand instructors who received combat experience during a special military operation were involved in the work.
The training centers train crews of combat vehicles and tanks, gunners, snipers, specialists of unmanned aerial vehicles, electronic warfare and others. 87 thousand people were sent to combat areas after additional training and combat coordination.
The head of the military Department once again drew the attention of the commanders of the military districts and the Northern Fleet to the need to use the formed units together with the units already participating in a special military operation.
Further, Sergei Shoigu reported that during a special military operation over the past two weeks, more than 190 foreign mercenaries, 74 tanks, 235 other armored vehicles, two Heimars multiple rocket launchers and 268 vehicles with heavy machine guns were destroyed.
"With precision weapons strikes," he said, "we continue to effectively hit military infrastructure facilities, as well as facilities that affect the reduction of Ukraine's military potential. At the same time, exhaustive measures are being taken to prevent the death of Ukrainian citizens."
In turn, the Kiev regime continues to carry out terrorist actions to destroy civilians and destroy social facilities. The Armed Forces of Ukraine do not stop shelling the Zaporozhye NPP, evacuation points and places of distribution of humanitarian aid. Targeted strikes are deliberately carried out on clusters of the civilian population.
"We repel the attacks of the enemy's air attack means," the minister said. "More than two hundred Haimars rockets have been intercepted in the last ten days."
Then he moved on to the issues of the autumn draft campaign. Today, more than 2,700 draft commissions have started working in 85 constituent entities of the Russian Federation. In total, 120 thousand people are subject to conscription for military service within 12 months. Military commissariats are provided with all necessary material means, including clothing and medical equipment, personal protective equipment.
Conscripted servicemen perform tasks in accordance with the purpose of military units. At the same time, they will not be sent to the zone of a special military operation.
Sergei Shoigu stressed that all conscripted servicemen who have completed their service will be sent home.
Then he moved on to the thematic part of the meeting. The first question concerned the northern importation and elimination of environmental damage in the Arctic zone. On September 27, the delivery of supplies to the regions of the Far North and remote garrisons of Siberia and the Far East was completed. More than 77 thousand tons of various property, fuel and lubricants and food were delivered to the military units stationed there. The created reserves will allow military units to fully function for a year and a half.
In the Arctic zone, we continue to eliminate the consequences of environmental damage. Since 2015, more than 29 thousand tons of scrap metal have been exported to the mainland.
Further, the Minister proposed to summarize the preliminary results of the execution of expenditures of the Ministry of Defense in 2022. He noted that the balance of the current budget of the Ministry of Defense made it possible to solve the tasks assigned to the Armed Forces.
Thus, the financing of a special military operation has been secured, social obligations to personnel and military pensioners have been fulfilled, special projects have been implemented to restore the infrastructure of the Donetsk and Lugansk People's Republics. Additional budgetary allocations have been allocated to increase the number of regular military personnel and conduct partial mobilization.
Since October 1, the monetary allowance of military personnel and salaries of civilian personnel have been increased by 4%. During the year, military pensions increased by 19.5%. The indicator of government contracts concluded today is 98%. The work on the contract is completed by December 1.
Sergei Shoigu invited the leadership of the Armed Forces of the Russian Federation to discuss what needs to be paid special attention to in order to complete the financial year with optimal results, as well as how the Concept of the development of training facilities of the Armed Forces until 2027 is being implemented.
It is planned to create 68 training facilities. At the moment, 27 of them are undergoing state tests, according to the results of which a serial delivery of samples will be organized. The rest of the work will continue in accordance with the approved schedule. The task of developing tactical simulator complexes is also being solved. Various training tools assembled into a single system will allow you to simulate tactical situations taking into account combat experience and conducting complex training. In addition, the use of electronic simulators, as close as possible to the real model, will contribute to the formation of skills in combat equipment, will reduce the consumption of expensive means of fire damage three times during the exercises.
