INTERFAX - The Ministry of Transport of the Russian Federation has prepared a draft government decree that permits the maintenance and repair of aircraft using non-original components manufactured "according to the procedures of countries that are leading in the global aviation community."
The draft document is posted on the portal regulation.gov.ru . It involves amendments to the current Resolution No. 353 of March 12, 2022.
Under the conditions of sanctions, Russian companies are experiencing difficulties in the supply of original components produced by organizations approved by the aviation authorities of the countries of aircraft developers, according to the explanatory note to the project. Launching of own production of a part of foreign spare parts in the Russian Federation and their certification "will take a considerable time, which exceeds the operating time of many components". This time gap will affect the safety and volume of air traffic in the Russian Federation, the authors of the document note.
"At the same time, the aviation industry of some countries has established production for the manufacture of non-original components in accordance with various procedures of Part Manufacturer Approval (PMA), European Part Approval (EPA), Technical Standard Orders Authorization (TSOA) and approved for installation on aircraft on the basis of relevant documentation. The draft resolution proposes to allow the installation of the above category of components manufactured according to the procedures of countries that are leading in the global aviation community in this type of activity," the explanation says.
This measure will allow Russian companies to "significantly expand the range of components used along with original components to ensure the airworthiness of the aircraft fleet in the Russian Federation."
In addition, the project proposes to allow the introduction of modifications and repairs of aircraft "on the basis of documentation developed by approved organizations of countries that are also leading in the world aviation community in this type of activity, including countries that are not countries of developers of aircraft operated in the Russian Federation." The offer is due to the limited access of Russian companies to design documentation and software of equipment developers, as well as the lack of experience of such organizations.
