TSAMTO, October 12. On October 11, a visiting meeting of the Federation Council Committee on Defense and Security on the topic "The current state, prospects for the development of the forces and means of defense of the Kaliningrad Special Region in a changing geopolitical situation" was held at the Yantar PSZ (part of the USC).
The event was attended by Chairman of the Federation Council Committee on Defense and Security Viktor Bondarev and members of the Federation Council Committee, including senators from the Kaliningrad Region Alexander Yaroshuk and Alexander Shenderyuk-Zhidkov. The meeting was also attended by Roman Balashov, Deputy Plenipotentiary Representative of the President in the Northwestern Federal District, Anton Alikhanov, Governor of the Kaliningrad Region, Andrei Kropotkin, Chairman of the Legislative Assembly of the region, and Viktor Liina, commander of the Baltic Fleet.
The enterprises of the military-industrial complex were represented by the heads of JSC "PSZ "Yantar", JSC "150 Aircraft repair Plant", JSC "OKB "Fakel", JSC "33 ship repair plant".
The participants of the meeting discussed issues of state support for enterprises of the military-industrial complex, heard information about the construction of delivery orders, inspected the production facilities of the Yantar plant.
"The visiting session in the Kaliningrad special district is taking place in accordance with the plan. We have listened to the heads of enterprises and the region, we see what problems they face and we discuss what legislative changes or what actions need to be taken so that ministries and departments understand these problems. Today's discussion provides an opportunity to clarify the directions of improving the defense industry, to adjust our joint efforts in this most important area of activity. Today, the defense industry enterprises are working in a tense intensive mode. Labor collectives promptly solve problems, rebuild production. Thanks to the talent and energy of engineers, designers, and workers, our defense industry successfully solves the tasks of strengthening the country's defense capability, the army and navy, and occupies a strong position in the global arms markets," Viktor Bondarev, Chairman of the Federation Council Committee on Defense and Security, commented on the topic of the meeting.
"Our defense industry enterprises play an important role in the development of the region and the country as a whole, taking into account the situation, challenges and additional restrictions that we face today," said Governor Anton Alikhanov.
According to him, "enterprises work in a very intensive mode, management and labor collectives successfully solve non-standard tasks, rebuild logistics chains, improve products under the conditions of sanctions pressure. At the federal and regional levels, there are a number of measures to support defense industry enterprises, and we are developing new measures. As for the Yantar plant specifically, together with the management of the enterprise, we managed to achieve good results in updating the infrastructure, there are still a number of requests and protocol decisions concerning the plant that we are solving. There are issues that require legislative regulation, issues of mutual settlements, the speed of changes and adjustments to contracts – all these topics were discussed on practical examples, including our 33 ship Repair Plant and the Yantar shipyard.
The head of the region noted that he hopes for the speedy implementation of the agreements reached. "Some problems have been dragging on for quite a long time, so we are counting on the help of the Committee and the Federation Council as a whole to move difficult situations from their places," the governor added.
The importance of holding such a meeting at the Yantar plant was noted by the chairman of the Legislative Assembly of the region, Andrey Kropotkin.
"We have six enterprises in the region that are part of the military-industrial complex and the Yantar plant – the largest of them, almost four and a half thousand residents of the region work here," he recalled. "We discussed the issues of providing our enterprises with orders, the prospects for the development of these plants for the next five years, and I hope our proposals will be included in the protocol and will be discussed by the Committee with the Ministry of Defense."
According to Ilya Samarin, General Director of the Yantar Plant, "specific options for supporting both the sector as a whole and our enterprise were announced at the meeting."
According to him, "the plans to create a favorable climate for production inspire confidence in the availability of future orders and uninterrupted intensive work of the plant. At the moment, all logistical problems are being solved, including thanks to the support of the regional Government. There are certain delays with deliveries, but we are solving all tasks on a planned basis. Based on the results of today's meeting, a clear scope of contracts with the Ministry of Defense and other customers will be unambiguously determined. This gives confidence in the future to the management and staff of the enterprise. All the problems were considered in detail."
And.Samarin added that "despite the current difficulties, the plant is working rhythmically. We must fulfill the tasks assigned to the enterprise by the state and the United Shipbuilding Corporation on time and with proper quality."
