The head new ferry for Sakhalin "Alexander Deev" has been put into operation

On September 6, 2022, a ceremony of raising the National Flag was held in Vladivostok on the head of the new railway and automobile ferry "Alexander Deev" (factory number 300) of the CNF11CPD/00300 project, built by JSC Amur Shipbuilding Plant (ASZ; part of JSC United Shipbuilding Corporation). The ceremony was attended by the President of the Russian Federation Vladimir Putin via video link. The event was held in Vladivostok as part of the Eastern Economic Forum. The ferry "Alexander Deev" is the lead in a series of two vessels designed for the Vanino-Kholmsk line connecting Sakhalin Island with the mainland, the customer of the ferries is JSC "State Transport Leasing Company" (GTLK).

Vladivostok, 06.09.2022 (c) Amur Shipbuilding Plant JSCOn the part of bmpd, it should be recalled that on December 29, 2016, STLC signed a contract with ASZ as the sole supplier for the construction of two passenger car and railway ferries for the Vanino - Kholmsk ferry line (Sakhalin Island) to implement the operational leasing program for railway ferries on the Vanino - Kholmsk line in order to ensure uninterrupted transport support for Sakhalin.

The contract value of each vessel was 4.936 billion rubles. The delivery of the vessels was supposed to be carried out within three years (that is, by the end of 2019), but, as usual, the deadlines have gone far to the right.

The laying ceremony under this contract of two passenger-and-cargo automobile-railway ferries for the Vanino-Kholmsk ferry line with factory numbers 300 and 301 took place at the ASZ on June 29, 2017, later the ferries were named "Alexander Deev" and "Vasily Oshchepkov". The lead ferry "Alexander Deev" (factory number 300) was launched on August 1, 2019, and from September 26 to October 13, 2020 was towed from Komsomolsk-on-Amur to the completion base of the ASZ in Vladivostok. The factory sea trials of the Alexander Deev were launched on June 29, 2022.

The second ferry "Vasily Oshchepkov" (factory number 301) was launched on October 30, 2020 and in September 2021 towed from Komsomolsk-on-Amur to the completion base of the ASZ in Vladivostok, the delivery of the ferry is now planned in 2023.

The ferries are being built according to the CNF11CPD/00300 project developed by Marine Engineering Bureau LLC (Odessa), acting as the designer of almost all ferry and passenger ships currently under construction in Russia. The formal supplier of the project is the Russian representative office of this bureau - CJSC Marine Engineering Bureau-Design-SPb (St. Petersburg).

According to the developer, the ferry of the CNF11CPD/00300 project is intended for transportation on three cargo decks of 30 railway cars of the Russian standard, 48 truck trains, 28 passenger cars and 150 passengers. The deadweight of the vessel will be about 6420 tons, the maximum length is 131 meters, the overall width is 22.6 meters, the draft is 7 meters. The maximum speed is 18 knots. The cruising range is 1500 nautical miles at 12 knots. Since the Vanino - Kholmsk line has a number of features and difficulties during operation, solutions were laid down when designing ferries aimed at ensuring safe entry into the port of Kholmsk, which has hydrometeorological features, and year-round operation in the port of Vanino due to the presence of a high ice category ARC5, allowing movement in ice 80 cm thick. at a speed of about 6-8 knots and in ice 1 m thick at a speed of about 3 knots. Unlike the currently operated Sakhalin-type ferries, the new ferries have an unlimited navigation area and, accordingly, have no restrictions on weather conditions.

The story of the construction of two new ferries for Sakhalin has been dragging on for quite a long time. The construction of two new automobile and railway ferries to connect Sakhalin with the mainland was planned in the Federal Target Program "Socio-economic development of the Far East and the Baikal Region for the period up to 2018" adopted back in 1996, with the approval of the revised program in 2013, the total cost of construction of two vessels was 5.544 billion rubles.

The contract for the design of ferries with JSC "Marine Engineering Bureau-Design-SPb" was signed in December 2012 in the amount of 120 million rubles. The developed CNF11CPD project was approved by the Expert Council of Rosmorrechflot in October 2013. After a number of tender twists and turns and the cancellation of two tenders, the order for ferries on an out-of-competition basis in December 2016 was received by the ASZ (USC), while from the very beginning observers expressed doubts about the ability of the ASZ to fulfill the terms of the contract within the specified time and at the stated contract price.

With the total planned cost of the program for the construction of two ferries at about 10 billion rubles, initially the source of its financing should have been funds from both the federal and local budgets. According to the Decree of the Government of Russia dated December 26, 2016 No. 1487 "On the provision of budget investments for the construction of two automobile and railway ferries for Leasing (lease) for operation on the Vanino - Kholmsk line", investments in the amount of 5.544 billion rubles were allocated from the federal budget, respectively, in 2016 a contribution was made to the authorized capital of PJSC "GTLK" in the amount of 3.6 billion rubles, and in 2017 - in the amount of 1.978 billion rubles. Another 4 billion rubles were originally to be allocated from the budget of the Sakhalin region - the corresponding law was adopted by the Sakhalin Regional Duma in early December 2016. However, as a result, in December 2017, it was decided to finance this part of the project by issuing the Government Fund for the Development of the Far East (FRDV) a preferential loan to GTLK for 4.5 billion rubles.
