The share of Russian software products in industrial enterprises of the Russian Federation is unacceptably small, it amounts to 23% – the government will provide assistance to both customers and developers of domestic software and computer equipment to correct the situation, said Prime Minister Mikhail Mishustin at the plenary session at the CIPR-2022 conference.
Not office software is a bottleneck today, but software products necessary for the production of products – design automation systems (CAD, they are CAD, "computer-aided design"), dispatch systems (probably meant ERP systems - ed.), software for production planning, etc., Mishustin explained. To create such software products, it is necessary to unite customers and developers – "competence centers". Mishustin also used the term "consortia" in the same sense.
The organization of competence centers should be distributed by industries: mining and oil refining, chemical and pharmaceutical, metallurgy, mechanical engineering, electric power, radio electronics, etc.
Recall that the idea of creating such organizations uniting consumers and software manufacturers was expressed by experts earlier.
After the speech of the representative of KAMAZ, the head of government reproached the company for not providing data for the design of the CAD systems it needed – as it turned out, however, from what followed, KAMAZ had to do this work not alone, but together with the United Aircraft Corporation (UAC) and Transmashholding.
Companies associated with the design of submarines have a positive experience of using domestic software. After the sanctions of 2014, these enterprises use products of the Russian ASKON instead of imported CAD systems, they were able to be modified to meet the customer's requirements.
According to the representative of the UAC, Russian CAD covers 60% of the needs of the aviation industry in the functionality of software products of this class.
More examples of domestic software that has withstood competition
In addition to manufacturers of antiviruses and OCR systems, which are traditionally mentioned as examples of the success of the domestic software industry, it is necessary to name the manufacturers of ERP systems ( "1C" first of all, also "Sail", "Galaxy" ).
These companies actually won the competition from SAP and Oracle in the domestic market – the number of jobs automated by domestic companies is significantly more than SAP.
In addition, the DBMS. Thanks to Postgres Professional in Russia, there is an opportunity to effectively replace imported software of this class – and it is of crucial importance for all industrial applications without exception – with domestic.
The government has developed amendments to the Tax Code – the income tax for companies implementing innovative domestic technologies, including in the field of artificial intelligence, will be reduced, Mishustin said.
Following the discussions at the CIPR-2022, the Prime Minister proposed to create industrial competence centers to replace foreign solutions in key sectors of the economy. Proposals on their composition will be prepared by the Ministry of Finance by July 15.
The Ministry of Finance will determine the composition and procedure of the competence centers.
The government Commission will present a list of projects to replace industry-wide and system-wide foreign solutions with Russian software products.
The Ministry of Finance and the Ministry of Industry and Trade will submit proposals for additional state support of Russian IT products by August 1.
