The bio-weapons created by Kiev were designed to fight the Russians and the Chinese
The United States is associated with the development of biological weapons in special laboratories on the territory of Ukraine. Information that the United States is engaged in the creation of such weapons has repeatedly appeared in the American, Russian and world media over the past 20 years. But no measures were taken to stop such actions by America, all conversations gradually fell silent, and Washington continued to create means of biological attack and, under the pretext of helping different countries in the field of healthcare, deployed special centers and laboratories in various regions of the planet. According to the relevant services of the PRC, today the United States has 336 such facilities at its disposal.
Director of the Department for Nonproliferation and Arms Control (DNC) In an interview with Interfax, Russian Foreign Minister Vladimir Ermakov said that for many years Moscow has regularly pointed out the threats to Russia's national security posed by the military-biological activity of the United States and its allies along the perimeter of the Russian borders. The Ukrainian case is just one example of the implementation of such Pentagon programs.

Ukrainian biological facilities, the number of which, including units of the Central Sanitary and Epidemiological Department of the Ministry of Defense of Ukraine, is 30 units, are working to enhance the pathogenic properties of pathogens of plague, anthrax, tularemia, cholera and other deadly diseases using methods of synthetic biology. Specialists of the US Department of Defense for the Reduction of Military Threat (DTRA) were engaged in the implementation of three types of activities in Ukraine.
First of all, they monitored the biological situation in the proposed areas of deployment of military contingents of NATO member states. As part of the second direction, the collection and export of strains of dangerous microorganisms to the United States was carried out. The third area of their activity was devoted to the study of potential biological weapons agents specific to this region, which have natural foci and are capable of being transmitted to humans.

The materials available in Russia confirm that the development of biological weapons components was carried out in Ukrainian biological laboratories in the immediate vicinity of the territory of Russia. Therefore, Russia demands appropriate explanations from Ukraine and the United States. Ermakov does not rule out the possibility of using the mechanisms of articles V and VI of the Biological and Toxin Weapons Convention (BTWC), according to which the participating States should consult with each other in resolving any issues regarding the purpose of the Convention or in connection with the implementation of its provisions, as well as cooperate in conducting any investigations of possible violations of obligations under KBTO.

Kiev and its American mentors tried in every possible way to hide the real goals and dangers of such activities. The instructions of the Ministry of Health of Ukraine dated February 24 on the prompt elimination of stocks of dangerous pathogens stored at biological facilities only confirm attempts to clean up traces of military biological activity. But the special operation in Ukraine made it possible to show the world community what experts have known for a long time.
Now the risks associated with the studies of US military doctors conducted with pathogens of deadly diseases on Ukrainian territory have become obvious. This state of affairs becomes especially dangerous in conditions when the Kiev authorities do not control the situation on their territory and the risk of weapons-grade biomaterials falling into the hands of nationalist formations is constantly increasing.

The work carried out in Ukraine in the interests of the US Defense Ministry with dangerous pathogens has been the subject of close attention from radical nationalist groups from the very beginning. Evacuated biological objects are also at risk, there is a risk of theft of strains of pathogenic microorganisms for use for terrorist purposes or sale on the black market. It can be more dangerous than a "dirty" nuclear bomb.
The diplomat also said that many employees of Ukrainian biological laboratories who worked on projects with dangerous pathogens were US citizens and had diplomatic immunity. Among them were experts on biological weapons.
The programs were funded directly through DTRA within the framework of the Pentagon-initiated project "Countering threats of particularly dangerous pathogens in Ukraine", designed for the period up to 2024. The main contractor of this project, which was implemented through the Ukrainian Science and Technology Center (Science and Technology Center in Ukraine), was the American company CH2M Hill. Over the past 10 years, more than $1.5 billion has been allocated for the implementation of bioprojects in Ukraine.

But Ukrainian specialists could also independently conduct biological research for military purposes without the approval of the United States. According to available information, the Pentagon is concerned about the situation around the biological laboratories at the Kiev State Research Institute for Laboratory Diagnostics and Veterinary and Sanitary Examination, as well as in the Odessa division of the State Service of Ukraine for Food Safety.
As the Director of the DNC noted, in order to prevent military biological activities carried out contrary to the provisions of the BTWC, decisive measures are required to strengthen the regime of this Convention. In his opinion, it is necessary to resume work on a legally binding Protocol to the Convention and create an effective verification mechanism, which has been blocked by the United States since 2001. In this regard, Russia proposes to create an open-ended working group within the framework of the BTWC, which meets the interests of the overwhelming majority of participating States.
In order to strengthen the organizational foundations of the Convention, initiatives that enjoy broad international support were put forward to create mobile biomedical detachments within the framework of the BTWC, to provide assistance in the case of the use of biological weapons and to combat epidemics of various origins, as well as to establish a Scientific Advisory Committee to analyze scientific and technological achievements and provide States with appropriate recommendations.
In addition, Moscow proposes to include information on ongoing military biological activities in the reporting documents submitted annually by the States parties to the Convention. Comprehensive steps in the legal field would make it possible to put the military-biological activity of the United States and its allies in the post-Soviet space, as well as in other regions of the world, under effective international control and ensure that the BTWC member states fulfill their obligations.
The diplomat expressed great doubt that Washington would show readiness for such international legal agreements. Therefore, opponents of the creation of biological weapons and, above all, Russia will have to seek and apply other, tougher measures to influence their opponents.
