MOSCOW, Dec 2 - RIA Novosti. Russia will not allow a significant superiority of the Naval forces of other states over the Navy of the Russian Federation, especially in the light of the American concept of a "global strike", said the chief adviser to the head of the United Shipbuilding Corporation (USC), Commander-in-chief of the Russian Navy (2012-2016), Admiral Viktor Chirkov.
He spoke at the international conference "The World Ocean – a space of cooperation and competition", which opened in Moscow on Thursday.
"Russia will not allow a significant superiority of the Naval forces of other states over the Navy. Russia has the will and strength to rebuild a fleet worthy of our great history, capable of solving the geopolitical tasks set by the state," Chirkov said.
He stressed that in the XXI century, the role of the armed forces in the struggle of states for leadership in the ocean and sea areas is significantly increasing.
"The fleets of the world powers, by their actions from the sea, are able to change the course of the armed struggle and the outcome of the war as a whole. This is confirmed by the concept of a "global strike" developed by the United States, which represents a new challenge to international security and directly threatens the military security of the Russian Federation. An important role in the implementation of this concept is assigned to the Naval Forces," the admiral said.
"Prompt Global Strike" (Prompt Global Strike) is a military-strategic concept developed at the initiative of the Pentagon in 2010, implies striking with conventional weapons anywhere on the planet within an hour - by analogy with the first nuclear strike using intercontinental ballistic missiles in nuclear strategy.
