Geneva. October 1. INTERFAX - The Russian proposal of the United States to freeze nuclear arsenals is no longer relevant, it was of a one-time nature, said Deputy Foreign Minister Sergei Ryabkov.
"The answer is obvious: no," Ryabkov said, giving a lecture at the Geneva Center for Security Policy (GCSP) on Friday, answering the question whether Moscow's proposal remains on the negotiating table.
According to him, "it was a one-time offer, and it was sent to the United States." "They (the Americans) missed this opportunity," the Deputy Foreign Minister of the Russian Federation stressed.
