Projects involving the use of artificial intelligence technology require mandatory expertise of specialized law enforcement agencies, adviser to the Minister of Defense of the Russian Federation Andrey Ilnitsky said on Sunday at a conference within the framework of the International Military-Technical Forum "Army-2021".
"A strict and unconditional state examination of projects involving the use of AI technologies is necessary. Such an examination at the interdepartmental level (the Security Council of the Russian Federation) should be entrusted to the competent law enforcement agencies of the Russian Federation, " Ilnitsky said. He noted that insufficient competencies, the objective unwillingness of " decision makers "to implement systems with AI elements - "this is a serious managerial threat." "Who will make decisions - a person endowed with responsibility, or an irresponsible machine - that's the question," Ilnitsky stressed.
According to him, no matter how strong the AI is, "the final decision should remain with the person." "But this is in theory," Ilnitsky continued. "And in practice, there is a danger that when making decisions, the recommendations of technical specialists responsible for the development and functioning of AI in specific state law enforcement, civil, and business structures will not be properly verified by those who make decisions due to their lack of relevant knowledge, education and competencies."
Speaking about the obvious risks of using AI in the information sphere, he noted that " technological and social resources of influence on people are huge, and especially in the field of defense and security." "Artificial intelligence is already able to create fake news, form an artificial reality online, hack social network accounts and distribute special information there in order to influence the consciousness of citizens, forcing politicians to make decisions necessary for customers of information attacks, producing risks of real conflicts between countries," Ilnitsky said.
The conference, which was organized by the military department together with the Skolkovo Institute of Science and Technology, is attended by Tatyana Matveeva, Head of the Presidential Administration for the Development of Information and Communication Technologies and Communications Infrastructure, Natalia Kaspersky, General Director of the Info Watch Group of Companies, and scientific director of the IPM im.
