The request was sent to two Indian companies included in the short list of "strategic partners", including Mazagon Dock Shipbuilders Limited (MDL) and Larsen & Tubro (L&T). The estimated cost of the project exceeds 400 billion rubles. rupees.

Indian companies will be able to cooperate with any of the foreign original equipment manufacturers included in the final list: the French Naval Group, the German TKMS, the Russian JSC Rosoboronexport (JSC USC), the South Korean Daewoo Shipbuilding & Marine Engineering (DSME) and the Spanish Navantia. As stated, these five foreign companies are world leaders in the design and construction of submarines, as well as the development of related technologies.
Foreign manufacturers will act as a technological partner in the strategic partnership model. They will assist an Indian contractor in the construction of an APL with a high level of components of national production and will ensure the transfer of various technologies. This will allow creating production lines for the construction of submarines in India, obtaining technologies for designing submarines and related equipment, making the country a world center for the development and production of submarines.
The project will not only help to develop the basic industry of submarine construction, but also significantly expand the capabilities of the system for the production of related spare parts / systems / equipment related to submarines. To achieve these goals, the request includes requirements for the level of content of national components, the transfer of technologies for the design / production / maintenance of submarines and critical equipment.
