At the Vostochny cosmodrome, new frauds worth hundreds of millions of rubles were revealed, the investigative department of the TFR in the Amur Region opened two criminal cases. This became known to the newspaper "Kommersant".
In one case, the contractor received 600 million rubles through officials of JSC "Center for the Operation of Ground-based Space Objects" (CENKI) for outstanding work. In another, the organization presented fictitious documents and stole almost 60 million rubles more, without completing construction and installation work.
According to preliminary data, on June 15, 2020, a state contract was signed between the management of the Vostochny cosmodrome and the TsENKI joint-stock company for the completion of construction and installation works at the facility " Construction of a complex for the production and storage of rocket fuel components. Site No. 3.2 " in the Amur region. A month later, the management of TsENKI signed three agreements with the capital's construction company LLC "Respect-SM" in the amount of more than four billion rubles.
From the end of July to November 2020, the top managers of TsENKI, exceeding their official powers, sent a total of 700 million rubles to Respect, while the obligations at the facility were fulfilled by only 100 million rubles. As a result, a criminal case under Article 286 of the Criminal Code of the Russian Federation (abuse of official authority) was initiated against unidentified officials of the CENKI.
In another criminal case, we are talking about fraud on a particularly large scale (part 4, Article 159 of the Criminal Code of the Russian Federation). The construction of the complex for the production and storage of rocket fuel components involved an affiliate of Respect-SM LLC — "Baval". From September to November 2020, both organizations submitted forged certificates of acceptance of completed works to the Treasury and received 59.8 million rubles from the Treasury. As a result, the officials disposed of the funds at their own discretion.
In November 2019, the press secretary of the President of Russia Dmitry Peskov announced the theft of 11 billion rubles from the funds allocated for the construction of the East.
The Vostochny cosmodrome is being built in the Amur Region. Currently, the construction of the first stage of the facility intended for launching medium-sized Soyuz-2 missiles is almost completed. Now the construction of the second stage is underway at the cosmodrome, which will allow launching carriers of the Angara family. The construction of the cosmodrome is accompanied by numerous violations and corruption scandals.
