As reported by the Ukrainian media, on May 12, 2021, on the territory of the enterprise of the Ukrainian LLC "Scientific and Production Company" VK Sistema " in Vasylkiv (Kiev region) the transfer of a batch of nine Oncilla 4X4 L2014-UD wheeled armored vehicles assembled by the NPK to the armed forces of Ukraine took place "VK Sistema " from machine kits made by the Polish company Mista Sp. zoo.

Recall that the Oncilla armored vehicle is a redesigned modified version of the well-known Ukrainian armored vehicle TKBM "Dozor-B" developed by the State Enterprise "Kharkiv Design Bureau for Mechanical Engineering named after A. A. Morozov" (KKBM) developed by the Polish company Mista from Stalev-Volya. The company Mista, specializing in the production of graders and repair of excavators, acquired the license documentation for the "Dozor-B" back in 2011 and with the offer of Oncilla is trying to enter the market of military products, as a result, ironically, having achieved success in the country itself-the developer of the TKBM "Dozor-B". A prototype of the Oncilla machine was first demonstrated in 2014.
TKBM "Dozor-B" with a 4x4 wheel formula was developed as an initiative project of the State Enterprise "Kharkiv Design Bureau for Mechanical Engineering named after A. A. Morozov" (KKBM) back in 2006, but only after the beginning of the armed conflict in Ukraine was in demand by the Ukrainian military department, and in 2015, as stated in Ukraine, "successfully passed state tests", while at the end of 2014, the State Enterprise "Lviv Armored Plant" was issued an order for the production and supply to the Ministry of Defense of Ukraine of the first batch of 10 vehicles "At the same time, it was announced that in 2015 it would produce 50 of these machines there, and from 2016 it would produce 100 units per year, including smilami of the KKBM itself. In fact, in 2015, the Lviv plant produced only the first five vehicles, and another five-in early 2016, and in July 2016, these ten units of the "Dozor-B" were formally transferred to the 95th airmobile brigade of the Armed forces of Ukraine for "control operation". The manufacturing quality and technical level of these machines were so low that further production of the "Dozor-B" machines in Ukraine was not conducted, although on July 3, 2020, the Ministry of Defense of Ukraine formally adopted the "Dozor-B" for service.
In the end, as in other similar cases, the Ministry of Defense of Ukraine turned to direct import, and in 2019 concluded a contract with the Polish company Mista for the purchase of 24 Oncilla 4X4 L2014-UD vehicles at a stated price of UAH 8.3 million per unit. The first two assembly sets of Oncilla machines were delivered to Ukraine for assembly at the RPC "VK Sistema " in November 2019, upon completion of the assembly, were transferred to the Ministry of Defense of Ukraine for field tests in early 2020, and after their passage were officially transferred to the armed forces of Ukraine on August 23, 2020.
Although when transferred on May 12, 2021, the NPC "VK Sistema " nine Oncilla vehicles it was stated that this is the last batch of 24 Oncilla vehicles ordered by the Ministry of Defense of Ukraine, but there is no information about the transfer of previous batches of these vehicles and their presence in the Ukrainian army. Therefore, we can conclude that this batch of nine cars is not the last, but the second, assembled under this contract, after the first two cars assembled by the NPC "VK Sistema " in early 2020 and transferred to the APU on August 23. This is confirmed by previously published information on the import delivery to Ukraine in December 2020 of seven assembly sets of Oncilla machines (serial numbers 121-127), and at least one more set - in January 2021. It can be assumed that the nine cars that have now been transferred are collected from these machine kits.
The Polish company Mista itself in 2017 delivered at least two Oncilla machines of its production to the army of Senegal.
The story of the Dozor-B and Oncilla armored vehicles is, of course, an impressive testimony to the current state of the Ukrainian defense industry.
