Funding for space research in the Russian Federation has decreased by 12% in five years - the Accounting Chamber

Moscow. March 17. INTERFAX-The financing of scientific research in space is characterized by a regular reduction in the amount of budget funds, according to the annual report of the Accounting Chamber (SP).

"Funding for basic space research is carried out within the framework of the Federal Space Program (FKP) for 2016-2025 and is characterized by regular budget cuts," the JV report says.

According to the document, as of July 2020, the total reduction in funding for section III "Space resources for basic space research and technological research" of the Federal Space Program compared to the original version was 12.8%.

In its report, the Accounting Chamber points to the lack of a unified information system to ensure the informatization of the process of conducting basic space research (FKI).

"As of July 31, 2020, a unified information System for Basic space Research was not created, which should have taken into account all the FKI conducted and contain information about the results of the FKI and the data obtained," the document says.

At the same time, as noted in the report, the creation of this system is provided for by decisions of the Security Council of the Russian Federation, instructions of the Government of the Russian Federation, as well as decisions of the RAS Council on Space.

The report was sent to the relevant authorities, as well as to the State Corporation "Roscosmos".

The Audit Chamber suggests that the government consider increasing the share of domestic expenditures on basic scientific research in relation to GDP, as well as increasing funding for the research infrastructure for conducting the FCI. The Russian Academy of Sciences and Roscosmos were invited to consider speeding up the work on creating a unified information system of the FKI and ensuring its functioning.

In November last year, the President of the Russian Academy of Sciences, Alexander Sergeev, at a meeting of the State Duma Committee on Education and Science, said that by 2022, funding for scientific space tasks should fall to 2.9 billion rubles a year instead of 15 billion.
