Sergei Sobyanin launched the construction of the Moscow State University's Vorobyovy Gory innovation cluster, the Moscow Mayor's Office reported. Previously, investments in this project were estimated at 20 billion rubles.
Innovation center "Sparrow hills" will consist of nine clusters: "Lomonosov", "nanotech" (nanotechnology), "Engineering" (robotics), Biomed (Biomedicine), Kosmos (space exploration), "Infotech" (information technology), "geo" (genome and ecology), interdisciplinary and management.
The first cluster to be built will be the Lomonosov cluster, which will become a launching pad for the residents of the center. The cluster area will be 65 thousand square meters. It is planned to finance its construction from the budget of the capital. As previously reported, 7 billion rubles are provided for" Vorobyovy Gory " in the city treasury, of which 3 billion rubles will be allocated in 2021. It is planned to complete the construction of Lomonosov in 2022.

It was established in 2019 by the decree of the Government of Russia. Initially, the investment in the creation of the center was estimated at 20 billion rubles. It was assumed that the costs would divide the city and federal budgets. Companies that carry out scientific, technological and innovation activities will be able to become residents of the center. Startups that already have successful products, medium-sized technology companies that sell their innovative developments, as well as research and development units of large Russian and foreign corporations can participate in the project.
For residents of the center, they promise to introduce tax incentives. Thus, their projects will not be subject to taxes for 10 years, including property tax, profit tax and VAT (with annual revenue of up to one billion rubles). Insurance premiums to state extra-budgetary funds will be reduced to 14 percent. To attract foreign workers, they will not require a separate permit.
