On December 29, 2020 in Kiev at the state enterprise "Antonov "with the participation of the President of Ukraine Vladimir Zelensky , a memorandum was signed between the Ministry of Defense of Ukraine and the State Enterprise" Antonov " on cooperation in the construction of aircraft for the needs of the armed forces of Ukraine. At the first stage, it is planned to supply the armed forces of Ukraine with three new AN-178-100R military transport aircraft, the corresponding contract for their supply was also signed in the presence of the President of Ukraine.

"These new aircraft will be built by Ukrainian citizens, from Ukrainian components, for Ukrainian interests. Actually, the way it should be, " Zelensky said.
According to Ukrainian sources, the contract was signed in conditions of financial uncertainty, since there are no funds for its implementation in the Ukrainian state budget. The Chairman of the Union "Slavutich" at the Antonov Vladimir Paper said that, as the first serial aircraft An-178 for the interior Ministry of Peru, three aircraft An-178 for the armed forces of Ukraine, according to the contract, it is planned to build their own, that is, credit, means of GP "Antonov". In this case, we are talking about a loan under state guarantees, which, according to reports, should be issued to Antonov by Ukreximbank.
In this regard, it is characteristic that, as reported, according to the contract, the delivery of the first production aircraft will be carried out after the completion of certification tests and obtaining a Type Certificate for the AN-178-100R aircraft and it is planned to be delivered only in 2023.
From the bmpd will point outthat this anecdotal without a solid contract funding demonstrates the fact that virtually the only real source of funding for aircraft "Antonov" from 1992 to 2014, were funds of the Russian state (via government contracts, loans, funds, lease financing, etc.), and after the termination of the Russian financing of other real sources of funds "Antonov" there is not expected, and certainly they are not able to give the Ukrainian government.
