MOSCOW, Dec 22-RIA Novosti. The us Department of Commerce has included several dozen Russian enterprises and organizations in the list of those to be subject to export restrictions. The us authorities consider these companies "military end-users", which makes them subject to export control rules. This means that they will need a license to export or re-export certain goods.
In total, the list includes 103 organizations — 45 Russian and 58 Chinese. But there are actually 41 Russian companies, as some of them have duplicated names: for example, Irkut Corporation is named three times, United aircraft Corporation and Kazan helicopter plant-twice.
Washington says all of these companies carry an "unacceptable risk" of military use of export technologies.
Ministry of defence, the RAF and the aircraft industry enterprise
In particular, the list includes the Russian Ministry of defense, the foreign intelligence Service and the special flight detachment "Russia". Nine enterprises of the aviation industry got there: MiG Corporation, Sukhoi Civil aircraft JSC, Sukhoi company, Tupolev, Irkut Corporation (produces su-30 fighters, Yak-130 training aircraft and civil MS-21), Kazan helicopter plant, Komsomolsk-on-Amur aviation plant named after Yu.a. Gagarin (produces su-57, su-35 and su-30MK2 aircraft), Taganrog aviation scientific and technical complex named after G. M. Beriev and the United aircraft Corporation.
The sanctions also affected the space sector — the list includes the Progress space center, which produces Soyuz rockets, as well as the main scientific Institute of Roscosmos, the Central research Institute of mechanical engineering.
Rosatom and rostec"
For the first time since 2014, the enterprises of the Rosatom nuclear weapons complex were sanctioned: the Dukhov all-Russian research Institute of automation (VNIIA) and the Alexandrov Research Institute of technology (NITI).
The main activity of VNIIA is development in the field of nuclear weapons, the Institute is also involved in the creation of the Russian quantum computer. NITI is primarily engaged in testing shipboard nuclear power plants.
In addition, the United engine Corporation (UEC, part of the rostec state Corporation) was included in the sanctions list. It produces engines for military and civil aviation, as well as space programs — in particular, the new Russian medium-haul aircraft MS-21, which recently made its first flight, is equipped with PD-14 turbofan engines created in the UEC.
Rostec responded to the decision of the American authorities.
Ambassador's comment
Another expansion of the sanctions list is destructive and undermines not only economic cooperation between Russia and the United States, but also blocks any positive prospects, said Anatoly Antonov, Ambassador to Washington. His statement was published on the Russian Embassy's Facebook page.
He noted that these steps plunge Russian-American relations into an even greater crisis.
"A way out of it is possible only if the United States is ready to build relations on the principles of equality and mutual respect. So far, we do not see such a desire, " the Ambassador concluded.
"The only logic"
The United States is introducing new sanctions because it fears the competitiveness of Russian technologies, according to the head of the international Committee of the Federation Council Konstantin Kosachev.
"And the point here is not in the competition of American politicians with each other (and it is lame in all multiplying parameters), but in the growing inability of the United States to compete on an equal footing with geopolitical rivals," he said.
According to the Senator, the imposition of sanctions on military-industrial enterprises for their cooperation with defense structures is beyond the limits of reasonable logic and common sense, and sanctions against the Ministry of defense, the SVR and other government structures are simply ridiculous. More precisely, Kosachev added, "it would be very funny if it wasn't so sad."
And so the Americans have no choice but to try to restrain the development of technology in other countries. "I am sure that the case will be limited to attempts," the Senator concluded.
