Timur Ivanov: On behalf of the President of the Russian Federation, specialists of the Military Construction Complex of the Ministry of Defense are implementing hydrotechnical projects in Crimea that will solve the issue of providing water to the inhabitants of the peninsula. on october 12, the construction of a water intake on the belbek river with treatment facilities and transfer to the dnieper water pipeline began. The facility includes a storage pool with a capacity of 150 thousand cubic meters, a drainage sewer, a water metering unit, a linear water pipeline, and related engineering infrastructure. Work is carried out around the clock, more than 320 people and 100 pieces of equipment are involved in the site. At the same time, they began to create a complex that will allow filling the Chernorechenskoye reservoir with water from the Kadykovsky quarry. The construction of the water pipeline from the Kadykovsky quarry in the Chernaya River has already been completed, having handed over the object ahead of schedule. In March 2021, we will launch a water pipeline with hydrological facilities on the Belbek River.
In the midst of a pandemic, we often hear the phrase: "plans had to be adjusted." these words mean: we do not have time. and in the army-everyone has time?
Timur Ivanov: The readiness of the Military construction Complex of the Russian Defense Ministry to implement major projects in a short time was the result of systematic work to optimize it. Our specialists manage to build large-scale objects in a period of four to seven months.
Yes, indeed, the sanitary and epidemiological situation in the country has affected the timing of delivery of objects. There is an urgent need to build vital facilities in different regions of the country - new medical centers. For example, the medical center in Nizhny Novgorod was built in a record 28 days. Moreover, this is not only the implementation of construction and installation works, but also the staffing of the new medical institution with all the necessary medical equipment. The maximum construction period for medical centers is 56 days. Our specialists worked in shifts around the clock 24/7. For coordination and control, the main construction headquarters was created: twice a day, seven days a week, at 8.00 and at 20.00, working meetings were held from the National Defense Control Center of the Russian Federation with direct inclusion from all sites with a detailed analysis of the current situation on construction sites.

Timur Ivanov: We have all construction sites equipped with video cameras, which allowed us to monitor all processes around the clock in online mode.
To ensure uninterrupted supply of building materials and structures, the Russian Defense Ministry has built a special logistics scheme. For example, the delivery of building materials and special equipment for the construction of a multifunctional medical center in Kaliningrad was carried out by sea from the territory of Russia, including ships of the Baltic Fleet. to ensure the construction of kamchatka, military transport aviation was involved.

Timur ivanov: Military builders coped with the task. all objects are made thoroughly, with high quality. And I want to note that these are capital construction projects that will serve people for many years to come! our work was highly appreciated by the country's leadership.
After the commissioning of 16 new medical centers built on the basis of departmental medical institutions in 15 regions of the country, we received the following order from the President of Russia: build similar medical facilities in the interests of the civil health system.
Thus, facilities in Dagestan, Voronezh, Pskov, and Velikiye Luki were quickly put into operation. On December 1, military builders handed over four more multifunctional medical centers on a turnkey basis: Severomorsk, Astrakhan and the city of Narimanov, and also provided Pskov with a new children's infectious diseases department for 60 places.
mostly we tried to use materials from local manufacturers. the heads of the constituent entities of the russian federation provided all possible assistance, and all issues were promptly resolved on the spot.
Your task is only to build a medical center? Install and adjust medical equipment - this is the work of doctors?
Timur Ivanov: We rent all objects on a turnkey basis. All medical centers are equipped with the most modern medical equipment: artificial lung ventilation and extracorporeal membrane oxygenation devices, a computer tomograph, an X-ray digital complex, and a portable ultrasound scanner.
Yesterday, for example, the infectious diseases building of the new hospital in Yuzhno-Sakhalinsk was commissioned. Polyclinic and infectious diseases departments will be the first to open their doors.
Sakhalin is a very, very earthquake-prone region...
Timur ivanov: The designers of the Military Construction Complex took this factor into account in advance. We have laid down not only the long-term operation of buildings, but also the safety of staff and patients.
Big plans for the development of infrastructure in the Kuril Islands?
Timur Ivanov: We have already put into operation more than 25 different structures on the archipelago of the Great Ridge of the Kuril Islands. On Kunashir, the air defense unit went on duty at the updated combat position.
I started out as a lieutenant in the 1980s. A typical picture of the northern air defense garrisons: capital reinforced concrete arched shelters for fighter-interceptors were built, positions for missile systems were equipped. but the living conditions of the officers are simply depressing. Today, I hope, is not so?
Timur Ivanov: Seven dormitories for personnel have already been commissioned, including in Iturup and Kunashir. Another one is currently being completed, it will be commissioned at the beginning of next year. The new housing is fully landscaped, the rooms have everything you need for life. all-according to the latest science and technology. in military towns, power units from diesel generators are installed in modular automated boiler houses.
In total, military builders will build 51 objects on the Kuril Ridge. Everything we are currently building there is designed to withstand an earthquake of up to nine magnitude.
Another example: in Abakan, military builders handed over a turnkey modern residential complex with 236 apartments. Here we used a solar heat supply system due to glazing, installed translucent fences made of PVC profiles with filling with double-chamber double-glazed windows.
In garrisons, do you rent out service apartments to officers and contractors with furniture?
Timur ivanov: Service apartments are put into operation "turnkey" with a fine finish. Kitchen sets, sofas, armchairs, chairs, beds, cabinets, furniture for children's rooms are installed.
The plans include the construction of 16 multi-apartment and 20 semi-detached houses in Vilyuchinsk, as well as a kindergarten for 200 children.
And in general, in the armed forces, how are things with providing housing for regular military personnel?
Timur Ivanov: In 2020, the social obligations of the Ministry of Defense to provide housing were fulfilled in respect of 111 thousand servicemen. Of these, 59.6 thousand receive compensation for hiring housing, and 35 thousand military families are provided with residential premises of a specialized housing fund. According to the plan for 2020, 45 thousand military personnel were to be included in the register of participants in the savings and mortgage system, 4.6 thousand were entitled to housing subsidies. The plans are 100% fulfilled.
Participants of the accumulative mortgage system are 349 thousand military personnel.
What about educational institutions?
Timur Ivanov: Planned work is being carried out to modernize the educational and material base of all educational institutions of the Russian Defense Ministry. This year alone, we have commissioned three new complexes of pre-university educational institutions. In total, 18 such facilities have been commissioned over the past six years.
Now we are creating a modern foundation of the Omsk Cadet Corps - the oldest military educational institution in Russia, which dates back to the Military Cossack School, founded in 1813. I emphasize that this is not a reconstruction, but a construction from scratch. We are building a three-storey educational building, a dining room, two sleeping buildings for 240 and 320 seats, an indoor sports complex, an ice palace with a swimming pool.
do you participate in a number of high-profile civil projects, for example, in demography?
Timur Ivanov: On behalf of the President of Russia, within the framework of the federal program "Development of Education" and the national project "Demography", the Ministry of Defense is building kindergartens and schools in the Republic of Dagestan. One of the first new kindergartens were built in the villages of Kulzeb and Uchkent. In Makhachkala, in the Ak-gel microdistrict, one of the largest kindergartens for 250 places has been built and fully equipped, and in the village of Endyrei, a school where 300 students can receive knowledge.
In 2021, in the main cities of Dagestan - Makhachkala, Kaspiysk, Kizlyar, Derbent, Izberbash, Buinaksk, as well as in settlements located in 23 districts of the republic, including remote and high-altitude ones, military builders will build 59 objects. Of these, 13 schools for 6882 students, 46 preschool institutions for 7750 pupils, 35 of which will be able to accept children aged from one and a half to three years.
You have built fantastic bases: "Northern Clover" on the New Siberian Islands and "Arctic Shamrock" on Franz Josef Land. You are currently working on Novaya Zemlya. We often hear routine phrases about the" hardest working conditions " of military builders. But not everyone can see what lies behind these words. Can I give you a good example?
Timur Ivanov: imagine: builders reconstruct the main water pipeline-these are two" strings " of water pipes on pile posts. Everything is under the snow. Unearthed the next site, worked, but the snowstorm literally for a couple of hours with such difficulty cleared places again sweeps… But the builders are still doing their job. And they do well. The result? As the Minister of Defense, General of the Army Sergei Shoigu, noted: "In the Arctic, a reliable foundation has been laid for the construction of a military structure that has no analogues in the world."
