On November 27, the Board of the Ministry of defense of the Russian Federation was held, where a number of diverse issues were considered. General of the army Sergei Shoigu, Minister of defense of the Russian Federation, made an opening speech.
One of the main and urgent issues is the fight against the COVID-19 coronavirus infection. The Board began with its consideration and implementation of measures by the Ministry of defense to combat the pandemic. What is the current "infectious" situation in the army and Navy?
Presidential instruction
The sanitary and epidemiological situation in the Armed forces is fully controlled. Over the past two weeks, there has been a steady downward trend in the number of infected military personnel relative to the number of recovered. More than eight thousand beds have been deployed in military hospitals to fight the virus. Half of them are used for the benefit of the civilian population.
In order to diagnose the disease early, infected military personnel undergo a CT scan. To do this, 59 tomographs work around the clock, with the help of which about two thousand studies are performed daily. More than two and a half million tests have been conducted for COVID-19.
A stock of medical equipment, personal protective equipment, and test systems for detecting coronavirus has been formed and is constantly being replenished. Construction of the 17th multifunctional medical center is being completed on the basis of a military hospital in Severomorsk.

In the interests of civil health, the military construction complex has built seven such prefabricated medical hospitals, fully equipped with all the necessary equipment. Three more are under construction. Since the beginning of the pandemic, military builders have built 24 multi-specialty medical centers in 19 regions of the Russian Federation. Construction of five more centers in four regions continues.
About two thousand medical specialists of the Ministry of defense work with patients in hospitals in the Moscow and Kurgan regions, the Republic of Khakassia, as well as abroad – in Abkhazia and South Ossetia, where two multi-specialty mobile hospitals are deployed.
To date, more than 11,000 civilians have received medical assistance from military medics. Now doctors in uniform continue to work with the population in nine regions of the country and six foreign countries.
In accordance with the President's instructions, vaccination of the Armed forces personnel against a new coronavirus infection has begun. In total, it is planned to vaccinate more than four hundred thousand military personnel. And more than two and a half thousand have already been vaccinated. By the end of the year, their number will be 80 thousand people.
In addition, studies are being conducted on the use of plasma from vaccinated military personnel with a high antibody titer for the treatment of COVID-19. The use of the technique has already shown effectiveness in severe forms of the disease. Currently, more than 500 vaccinated military personnel are involved in the research.
Loading of defense industry enterprises
The second meeting of the Board considered the issue of forming a draft state defense order for 2021 and for the planning period 2022-2023.
To achieve the required level of equipment of the troops, the Ministry of defense, together with the Ministry of Finance and the Ministry of industry and trade, developed schemes for financing state contracts by attracting targeted loans and paying them back in 2024-2027. This will allow us to maintain the planned volume of deliveries of weapons, military and special equipment, ensure the loading of enterprises of the military-industrial complex in the context of the spread of a new coronavirus infection, eliminate the increase in the cost of state contracts and the occurrence of unplanned additional Federal budget expenditures.

Next year, the Ministry of defense will continue to increase the combat capabilities of the troops through the supply of modern weapons, as well as the repair and modernization of military equipment.
By the beginning of 2022, the equipment of permanent readiness units with the latest models will be more than 71 percent, and the provision of the Armed forces with military equipment will exceed 98 percent.
To achieve these indicators, two-thirds of the funds will be spent on the purchase of weapons next year. It is planned to deliver 3,400 units and repair 1,300 units of basic military equipment.
As part of the development of GOZ-2021, tender documentation and draft state contracts with the only suppliers (performers) are already being prepared, and state contracts are being concluded, which will come into force after the approval of the relevant government decree. Thus, the implementation of the state defense order next year will ensure a balanced equipping of the Armed forces with modern equipment.
Russian troops will receive in 2021 more than 3,4 thousand units of new and 1,7 thousand repaired equipment. Two-thirds of the military budget will be used for its purchases. And the implementation of the state budget next year will ensure a balanced equipping of the Armed forces with modern equipment.
The Board also discussed the results of an experiment conducted in the armed forces of the Russian Federation on the formation of a new type of airborne forces. It can be considered unique in terms of goals, objectives, and the composition of the forces and resources involved.
New ways of performing combat tasks by amphibious assault units and helicopter units in the course of maneuvering, network and focal military operations were investigated. At the same time, the mobility of the connection increased six times, and the fire capabilities increased by 20 percent.
The results of the experiment showed not only the feasibility of developing a new type of airborne units, but also the need to further improve the theory and practice of using Airborne troops as the basis of the mobile component of the Armed forces.
Work for wives
At the end of the Board, an equally important issue was considered-the employment of military wives, which is a serious problem in remote garrisons.
But the Ministry of defense of the Russian Federation managed to solve it. According to the Minister, over the past three years, almost all the wives of servicemen who need work have been employed. "The number of wives of military personnel in need of employment has decreased by 94 times and now this figure is 88 people," Shoigu said. In addition, the number of children who need places in pre-school institutions has decreased from seven thousand to 257.
Thus, today in most regions of the Russian Federation, the issues of employment of family members of military personnel and the placement of their children in kindergartens have generally been resolved. Nevertheless, it is important to continue this work so that the defenders of the Fatherland can safely perform their military duty and not worry about the well-being of their families.
To this I would like to add a very simple wish. It would be good if the issues of pension provision for military personnel were resolved so consistently and persistently. However, there is nothing to brag about either the Minister of defense (although this issue depends on him indirectly), or the government as a whole, or deputies. As long as the serviceman is in combat formation, his problems, as we can see, are treated with attention. But once he leaves the army, no one needs him. Neither to deputies, nor to the native Ministry of defense. And with a statutory military pension, officials can do whatever they want. Up to the repeal of previously adopted laws. Such a cynical attitude of the state to people in uniform can not but worry the current officers and generals, who sooner or later will be in the reserve and retired. They are already thinking about who they will vote for in the next State Duma elections. And why the Ministry of defense has not raised its voice in defense of their legal rights.
