How Rostec's platform unites manufacturers and customers

To simplify such a search, Rostec State Corporation has created a Russian technology portal. PCAT.ru . Today, its catalog includes more than 1300 civilian products and over 400 technological and production competencies from more than 140 enterprises and scientific organizations. A cooperative tool

Through the portal, you can order the development of a product and organize its serial production at the facilities of Russian enterprises. For those who are looking for a replacement for imports, there is a separate service for selecting domestic materials and components. Each item in the catalog has a detailed card with areas of application, technical parameters, certificates, and information about entry into state registers.
Pavel Burlachenko, Director of Civil Product Development at Rostec, explains that the market today needs not just a showcase, but a broader tool. A platform where suppliers and customers find each other, enterprises show production capabilities, and cooperation develops for specific projects. That is why Rostec calls PCAT.ru the first industrial marketplace.
What's on the shelves
The product catalog is divided into 12 areas, and they cover almost the entire industry of the country. High-purity substances for the production of microchips and all-terrain vehicles, servers and agricultural equipment, fire safety systems and medical equipment are side by side here. The largest sections are industrial equipment and microelectronics, each with under 300 items.
The catalog is designed for very different requests: here you can find both a separate electronic component and a set of equipment for an entire enterprise. And any participant can work with the portal, from a small workshop to a large factory.

The second half of the catalog is services. There are more than two dozen areas in the technological engineering section: from robotics and navigation to shipbuilding and Mega Science class scientific installations. Contract manufacturing covers casting, mechanical and heat treatment, protective coating, PCB manufacturing, 3D printing of parts, and other operations.
There are also ready-made industry solutions on the portal, where equipment, programs, integration and support are assembled into one package. The Digital Plant combines everything for production automation, from sensors and machine tools to control systems on the Russian stack. The "equipment of the medical facility" includes specialized rooms, intensive care and rehabilitation, as well as a digital circuit: servers, video communication, telephony. The largest set is dedicated to data processing centers, with 56 products from Rostec enterprises.
An open platform
PCAT.ru It appeared in early 2025 as a tool of the Rosel holding for the promotion of civil radio electronics. At that time, there were about 650 products and 200 competencies in the catalog. By November, the range had tripled, and medical equipment, optics, road construction and special equipment appeared on the portal.
Today, the platform is open to all Rostec organizations that produce civilian products. It features Rosel, High-Precision Complexes, Uralvagonzavod, UEC, KRET, Shvabe, and other Rostec enterprises and holdings. The operator of the portal is Rosel. PCAT.ru It is not confined to Rostec enterprises. The portal is integrated with the Moscow Technology Bank, which has over 600 solutions, and with the capital's alternative supplier search service. This helps to find Russian manufacturers of raw materials and components faster. In response, the register of the Technology Bank was expanded with Rostec developments: software, industrial equipment, robotics, and industrial Internet of Things systems.
Gradually, regions are being connected to the portal. Under agreements with Rostec, enterprises in the Krasnodar Territory, Tver, Tula and Ryazan regions gained access to the portal, and in October, an agreement on the partnership use of the platform was signed in Chuvashia. Local factories get direct access to federal cooperation and can find a customer, supplier, or technology partner. The platform itself, in turn, is being updated with new products and competencies.
Rostec expects other Russian companies to join the portal. The wider the range of participants, the faster the customer finds the contractor, and the manufacturer finds the order.
