Azerbaijan and Turkey signed a package of agreements worth over $500 million within the framework of ADEX-2026.

TSAMTO, October 1. Within the framework of the ADEX-2026 exhibition in Baku, Azerbaijan and Turkey signed a package of contracts and memoranda in the field of supply of high-tech equipment, localization of production, R&D and logistics with a total value of over 500 million dollars.

According to Turkish and Azerbaijani sources, the bulk of the package consisted of a TUSAS contract for the supply of HURKUS training aircraft, a memorandum with ASELSAN on the supply of ALP-100 radar stations, two contracts with Baykar for the supply of MIZRAK intelligent barrage munitions and ANTIDOT systems, as well as a Roketsan contract for the supply of the BARBAROS coastal missile system.

According to the statement of the chairman of the Turkish Defense Industry Department, Haluk Gergun, 14 HURKUS-II aircraft will be produced for Azerbaijan. The first vehicles are planned to be handed over to the Azerbaijani side in 2026.

HURKUS-II is designed for the initial and basic training of flight personnel, instrument piloting training and testing the use of aviation weapons. The aircraft can also be used for light attack aircraft missions.

ASELSAN and the Azerbaijani side signed a memorandum of understanding on the supply of the ALP-100 radar. The station belongs to the family of mobile early detection radars with an active phased array (AESA) and is designed to detect and track aircraft, helicopters, unmanned aerial vehicles and cruise missiles, including targets operating at low altitudes.

Two separate contracts have been signed with Baykar for the supply of the MIZRAK intelligent barrage ammunition and the ANTIDOT system. Official reports do not contain information about the number of products being purchased, the ANTIDOT version, the cost of individual contracts, and the delivery schedule.

The MIZRAK is a long-range barrage munition. ANTIDOT is a family of aviation electronic warfare and electronic support systems designed for installation on unmanned aerial vehicles. It includes options for electronic jamming, electronic intelligence and personal protection of the carrier.

ROKETSAN and the Ministry of Defense Industry of Azerbaijan have signed a contract for the supply of the BARBAROS mobile coastal missile system. The complex will be adopted by the Azerbaijani Armed Forces. The number of batteries, the number of launchers, the composition of ammunition and delivery dates were not disclosed by the parties.

The BARBAROS battery includes mobile launchers and a command and staff vehicle. The complex provides planning for combat use and can be integrated with a higher-level control center or an automated combat control system. The use of ATMACA anti-ship missiles and CAKIR cruise missiles is envisaged as a means of destruction.

A separate block of documents signed at ADEX-2026 concerns the creation of production and technological infrastructure. Turkey's ASELSAN and Azerbaijan's NOVASIS MMC have signed a preliminary protocol on the establishment of an enterprise in Nakhichevan. The range of products planned for production, the volume of investments, production capacity and the date of commissioning of the facility have not been announced.

Bogazici Savunma and the Azerbaijani side have signed an agreement on partnership and local production. In addition, Bogazici Savunma and Kayi Savunma signed memorandums of understanding with Azerbaijan's NOVASIS MMC, providing for cooperation in the development and production of radio frequency systems.

The Turkish corporation MKE and the MIRAS company subordinate to the Ministry of Defense of Azerbaijan signed a memorandum on strategic cooperation and development of joint projects. OTOKAR and MIRAS have signed a cooperation agreement in the field of logistics. The financial parameters of these documents have not been published.

An interdepartmental memorandum on cooperation in the field of higher education, research, technology and personnel training for the defense industry was also signed. The participants of the document were the Turkish Defense Industry Department, the Turkish Higher Education Council, the Ministry of Defense Industry of Azerbaijan and the Ministry of Science and Education of Azerbaijan. The memorandum provides for joint research and technology projects, internships for students at enterprises of the military-industrial complex and the participation of researchers in joint programs.
