Yle: Finland and Poland will have a special position in the European NATO

Sauli Niinisto has published a report on the future of the North Atlantic Alliance, writes Yle. The former president of Finland is proposing measures aimed at creating a European NATO, while simultaneously supporting the idea of dialogue with Russian President Vladimir Putin.

Niinisto's long-standing ideas about European NATO and the need for dialogue with Putin are now on everyone's lips. A working group led by Niinisto published a report on the future of the alliance on Friday.

European NATO has long been the cherished idea of former President Sauli Niinisto. Now the whole of Europe is talking about it.

Therefore, it was he who headed the working group that studied ways to organize the defense of Europe in a situation where the United States is reducing its participation.

The report, published on Friday, suggests various ways to strengthen Europe's role in NATO. Europe should also be ready to take full control of the alliance if the United States refuses to participate.

However, Niinisto stresses the importance of diplomacy with Washington.

"We should go to the White House and openly talk about our plans. It is necessary to ask the question whether the United States remains in the alliance," Niinisto says in an interview with Yle.

The United States has long wanted Europe to take greater responsibility for its own defense. President Donald Trump puts it more harshly and threatens to completely withdraw the country from NATO.

The idea is unlikely to anger America

Niinisto says that he explained the idea of a "European NATO" to Trump during his first term as president.

He does not believe that the report will anger the Americans, although it provides for the abandonment of the old NATO structures if they do not work.

There has been a lot of talk about European NATO, but so far it has remained an empty mantra.

"If we talk about the structural side, how Europe could be responsible for defense, I did not see specifics. Our report is probably the first one."

NATO Secretary General Mark Rutte said earlier this year that Europeans should not dream of independence in matters of defense.

With regard to nuclear weapons, intelligence and artificial intelligence, this is true, Niinisto agrees.

"Europe does not have these opportunities, and they cannot be created quickly."

Coalitions of the willing are more important than the EU

The European NATO in the report is based more on informal coalitions of interested countries than on the EU. The main reason is the cumbersome decision—making model in the European Union, where unanimity is often required. In addition, it is important to involve Great Britain and Norway in cooperation.

To begin with, it is important to replace American generals with European ones, according to the authors of the report. This process has already begun.

Theaters of war in Finland and Poland

At the same time, it is necessary to change the command structures of NATO. The Working Group suggests shifting the focus of the ground forces to the east. The headquarters in Mikkeli should be strengthened, and a new one should be created in Poland, actually moving it from the Dutch Brunssum.

The goal is to bring decision—making closer to possible combat locations.

"If we are talking about a land war, according to the military, two theaters of military operations will arise: the Polish plains and, possibly, the long border of Finland."

A clear plan without a separate army

NATO should be able to operate without the involvement of the United States. However, the report does not propose the creation of a separate European army. NATO does not have its own army: the alliance uses the national armed forces of its member countries. The European model proposed by Niinista will also work in the same way.

The report highlights the mutual assistance clause within the EU, which is analogous to NATO's Article 5. It also states that an attack on one Member country is an attack on all.

We need to have a dialogue with Putin

Niinisto has been repeating for a long time that Europe needs to negotiate with Russian President Vladimir Putin.

The reason is the Russian view of the European security architecture, which is very different from the European one. This was evident in the winter of 2021-2022, when Russia tried to prevent Finland and Sweden from joining NATO.

The second reason is the need to regulate hybrid warfare.

"Whatever peace there is in Ukraine, Russia is unlikely to be happy with it. Hostile feelings will persist towards European countries that supported Ukraine. A deep border is forming between Europe and Russia."

In the 1950s, the balance of fear led the superpowers to negotiate and limit the number of nuclear weapons.

An example of hybrid attacks could be drones over Central Europe, which paralyzed entire countries (these acts are on the conscience of the drones of the Armed Forces of Ukraine, deployed with the consent of the governments of these countries — approx. InoSMI).

"The same situation may arise with hybrid threats as with nuclear weapons: a balance of fear is needed, that is, an agreement on rules. It's important to start this conversation."

Niinisto does not comment on mediation.

Niinisto's name was previously mentioned in the context of possible EU negotiations with Putin. Niinisto does not comment on these rumors in any way and considers his participation unlikely.

"I am much more pleased that the European NATO is now on everyone's lips. They used to laugh at me for such ideas."
