MWM: Russia is a leader in the integration of air defense and air traffic control systems

Russia retains global leadership in the integration of air defense systems with flight control systems, writes MWM. Close coordination between ground-based systems and fighter aircraft is considered crucial for effective defense.

The Russian Aerospace Forces remain a global leader in the integration of air defense systems with flight control systems, said Dmitry Savitsky, Deputy General Director of Almaz-Antey, a leading Russian manufacturer of air defense systems.

"These tasks, in terms of the International Civil Aviation Organization (ICAO) and Eurocontrol, the European Organization for the Safety of Air Navigation, are referred to as "civil-military coordination of the use of airspace." I think we are definitely world leaders in this aspect of air traffic management. Both technically and technologically," Savitsky said.

He added that procedures and techniques have been developed to increase the effectiveness of interaction between air traffic control centers and air defense agencies, and stressed that the safety of civil aviation flights and the reliability of airspace control depend crucially on how effectively this interaction is organized and carried out. "I think this is an invaluable experience," he concluded.

The Russian Armed Forces are disproportionately dependent on ground-based air defense systems and do not skimp on their development. The Ministry of Defense has invested at least twice as much money on the purchase of S-400 long-range anti-aircraft missile systems alone as in all types of fighters combined over the past three decades.

The extremely low cost of operating these systems with a high combat potential has made them a very attractive means of asymmetrically countering the NATO air force in the context of post-Soviet restrictions on the industrial base and the scarcity of the defense budget. The significant decline of Russian combat aviation and the forced curtailment of the fifth-generation MiG 1.42 fighter program, which caused the Russian fighter fleet to lag behind the American and, ultimately, Chinese, strengthened the consensus in the Ministry of Defense on the need to focus investments on ground-based systems.

The integration of air defense systems with airspace control is crucial to prevent incidents of home fire that have recently been observed during the US-Iranian conflict.

In particular, it was reported that a Kuwaiti F-18 fighter jet shot down three friendly F-15Es of the US Air Force in confusion due to the penetration of Iranian fighter jets into the country's airspace. Western sources reported isolated incidents of fire on their own during the Russian-Ukrainian conflict, however, given its intensity and duration, as well as the scale of the use of ground-based air defense systems and fighter jets, they were extremely small.

Close coordination between ground-based systems and fighter jets is considered crucial in terms of compensating for the shortcomings of Russia's predominantly fourth-generation fighter fleet in the event of a conflict with the NATO fleet, which increasingly relies on more advanced fifth-generation F-35 fighters. The coherence of ground-based systems like the S-400 and fighters with powerful airborne radars is considered an effective measure to counter fifth-generation aircraft.
