TSAMTO, February 9th. The Board of the State Military Industry Committee of the Republic of Belarus summed up the results of the activities of the department and the organizations included in its system for 2025, and defined tasks to ensure their stable and dynamic development in 2026.
The board meeting was held on February 6 on the basis of JSC AGAT – Management Systems, the management company of the Geoinformation Management Systems Holding.
The final event of the arms industry was attended by senior government officials – State Secretary of the Security Council of the Republic of Belarus Alexander Volfovich, Deputy Prime Minister of the Republic of Belarus Viktor Karankevich, Minister of Defense of the Republic of Belarus Viktor Khrenin, as well as officials of the interacting republican government bodies, heads of structural divisions of the central office of the State Military Industry, heads of organizations included in the system the Arms department, their deputies in economics, chief engineers, as well as heads of a number of organizations in the defense sector of the economy.
Before the start of the board meeting, its participants got acquainted with the exhibition of samples of weapons, military and special equipment, traditionally held by the department at the end of the year. In total, industry organizations presented about 150 full-scale samples and models of their advanced developments on the company's premises.
Dmitry Pantus, Chairman of the State Military Industry Committee, made a detailed report in which he summarized the work of the industry, presented the achieved indicators of socio-economic development of enterprises, and also identified the main tasks of the industry for 2026, taking into account the decisions taken at the All-Belarusian National Assembly. The priority task of the State Military Industry Committee is the modernization of existing and the creation of new types of military equipment in demand in the Armed Forces, other troops and military formations, as well as in foreign markets.
The head of the arms department noted in his report that in 2025, organizations belonging to the State Military Industry system maintained the positive dynamics of key indicators of socio-economic development.
Thus, in 2025, the volume of industrial production once again reached a record value for the system. The key factors contributing to the continued growth in production were a further increase in the number of new directions and projects and, as a result, an increase in the range of products, expansion of production facilities and equipping with new modern equipment.
In order to achieve the goals of long-term development and fulfill the tasks of creating new types of products, taking into account the implementation of a number of large-scale investment projects, by the end of 2025, the volume of investments in fixed assets increased 3.6 times compared to the level of 2024.
According to D. Pantus, in 2025, even taking into account the difficult geopolitical situation and the emphasis on its own State Defense Order, it was possible to ensure another record volume of exports of goods and services in the history of the State Military Industry, as well as expand the export geography compared to 2024. Last year, exports were carried out to 65 countries, which is 7 more than in 2024.
In order to minimize external risks, the next Import Substitution Program of the State Military Industry for 2025 was approved and successfully implemented. According to the results of the five–year plan, organizations belonging to the State Military Industry system used domestic components instead of imported ones in the amount of about $310.8 million, including $62.1 million in 2025.
The head of the State Military Industry Committee noted that the implementation of the State Defense Order in modern conditions is one of the highest priorities and key tasks. GOZ-2025 has been fully implemented by organizations within the Goskomvoyenprom system and enterprises of the defense sector of the economy.
As part of the implementation of the most important task of the Goskomvoenprom to develop new and modernize existing VVST designs in 2025, 168 development projects on the development of new designs were carried out in parallel by organizations within the Goskomvoenprom system. As a result of the joint work carried out in 2025, the Cooperation Plan of the State Military Industry Committee and the National Academy of Sciences of Belarus for the period up to 2030 has been approved and is being implemented.
Taking into account the current situation around the Republic of Belarus, as well as taking into account the close cooperation with the Ministry of Defense, Goskomvoyenprom pays special attention to the demand for domestic products in the Armed Forces. So, in 2025, 5,200 units were delivered to the Armed Forces of the Republic of Belarus. new samples of military equipment and auxiliary equipment, 75 thousand rounds of ammunition. The Belarusian army has adopted 16 VVST models.
Among the samples adopted in 2025, D.Pantus noted the V2 APC with a remote-controlled BM30.2 combat module, which is not inferior in its characteristics to world analogues at a cost several times lower. A significant milestone for the Goskomvoenprom system was the adoption of the BM 9A33 MB combat vehicle from the OSA-AKM air defense system, which has an expanded target area, improved noise immunity and increased accuracy and efficiency. Among the electronic warfare equipment adopted, the R-936 AERO VHF communications radio monitoring and suppression system stands out.
As D. Pantus noted, "the efforts of the Belarusian military-industrial complex for 2026 and the next five years will be focused on the unconditional fulfillment of the objectives of achieving the indicators set out in the Program of Socio-Economic Development of the Republic of Belarus for 2026-2030 approved by the All-Belarusian National Assembly. The first indicator is an increase in the share of domestic VVST designs in the total volume of the state defense order to 50% or more. The second indicator is the growth of investments in the production of high–tech goods, which should be at least 130%."
In the light of the above, the main tasks of the State Military Industry in 2026 are defined:
- ensuring the implementation of measures within the framework of the priority areas for the development of the Military industrial Complex, provided for by the Strategy for the Development of the Defense sector of the Economy of the Republic of Belarus and the State Military-Industrial Committee for the period up to 2030;
- unconditional implementation of measures to equip the Armed Forces of the Republic of Belarus with the Military-industrial Complex in accordance with GOZ-2026;
- improving the mechanism for involving organizations of the defense sector of the economy of all forms of ownership in solving urgent problems of creating innovative military products in demand in the Armed Forces, other troops and military formations, as well as in foreign markets;
- ensuring the concentration of human, material and financial resources in areas with scientific and technical reserves that make it possible in a short time to create in-demand samples of military equipment and new technologies aimed at exporting and meeting the needs of the Armed Forces and military formations to reduce their import dependence;
- prompt response to the newly emerging sanctions pressure and the development of compensation mechanisms to minimize possible consequences;
- development of export potential by creating conditions for the promotion of products on foreign markets and increasing foreign exchange earnings from the export of weapons and military equipment;
- implementation of the most important parameters of the target plan of socio-economic development of the Republic of Belarus for 2026 and indicators of business development plans of organizations for 2026;
- reducing the cost of production and sales of products.
In his speech, Alexander Volfovich identified and specified the key tasks of the department for 2026, which the Belarusian weapons department should work on, stressing that the defense sector has all the resources to further strengthen and develop its potential.
At the end of the board meeting, D. Pantus named the best labor collectives and workers in the arms industry who achieved the best performance in 2025.
