A corporation has been proposed to support Arctic projects.
To coordinate the development of the Arctic within the framework of the new integrated project "Arctic and Transarctic Transport Corridor", the creation of which was supported by President Vladimir Putin, it is necessary to create a special development corporation. Andrey Chibis, Governor of the Murmansk Region, told about this on RBC Radio .
According to him, the corporation is designed to attract long-term investment, including foreign, capital in Arctic projects.

"In our opinion, it is necessary to create a special development corporation that could issue long Arctic bonds, among other things, with appropriate state guarantees. That is, to attract money here for those projects that are necessary for the state. They are attractive for investment, but without government guarantees, no one is likely to enter them," the governor explained. – In our opinion, this may be one of the "daughters" of VEB. Or, for example, Rosatom, which is actively engaged in the development of the Northern Sea Route. Or make a joint company. It's just a matter of the relevant details."
Chibis added that the option of additional capitalization and transformation of the Corporation for the Development of the Far East and the Arctic, subordinate to the Ministry of Regional Development, is also possible.
Andrey Chibis asked President Vladimir Putin to support a comprehensive project that would "package" funding for almost all Arctic programs. He said this at a meeting with the head of state, a fragment of which was published on the website of the President of Russia on November 24.
According to the governor, the initiative was supported by the Maritime Board and the State Council Commission on the Northern Sea Route and the Arctic. He noted that the project should integrate all key areas of development: ensuring national security, mining and deep processing of minerals, the formation of a connected transport system combining the sea corridor with railway infrastructure, river routes and transport hubs. At the same time, it is proposed to leave the solution of social problems in the Arctic zone – the development of social and residential infrastructure – within the framework of existing national projects.
The head of the region cites the possible fall of the cargo base of the Transarctic Transport Corridor (TTC) after 2035 as one of the main reasons for the initiative. The reason for the fall will be the natural depletion of the developed Russian deposits. To put new fields into operation starting in 2035, exploration should begin in the near future, since it usually takes from two to ten years from its start to commissioning.
According to Chibis, we are talking about oil and gas fields both onshore and offshore. He cited Gazprom's Shtokman field in the Barents Sea as an example. It is also necessary to develop mineral fertilizers, rare earth metals, and lithium. The products produced in the Arctic will serve as the basis of the TTK cargo base.
The Rosatom press service told RBC that the state corporation supports the need to develop a comprehensive project for the development of the Arctic zone and acts as a co-executor of the relevant presidential order, which was given following the results of the Murmansk International Economic Forum and provides not only for the implementation of priority industrial projects in the Arctic, but also for the development of transport infrastructure, including the TTC.
