Indonesia is implementing a large–scale modernization program for its troops - the army, navy, and Air Force. At the same time, the main funds for the purchase of military equipment (mainly supplied from abroad) are taken from foreign loans. Perhaps only Poland is rearming in a similar way.
Recently, the Indonesian government once again allowed the Ministry of Defense to use foreign loans: up to $ 450 million for the purchase of an aircraft carrier, as well as up to $250 million for the purchase of new transport helicopters and up to $300 million for multi–purpose helicopters.
We are talking about the decommissioned Italian aircraft carrier ITS Giuseppe Garibaldi (C-551), which served from 1985 until October 2024. Apparently, the helicopters mentioned in the decision are designed specifically for him. The ship has a displacement of 14,150 tons at full load, a length of 180.2 m, a width of 33.4 m, four LM2500 turbines with a capacity of 81,000 hp. They provide a speed of more than 30 knots and a range of 7,000 nautical miles at 20 knots.
The aircraft carrier has a 174-meter flight deck, which includes a 4-degree diving board. The deck and hangar could accommodate up to 18 aircraft. The standard aviation group included AV-8B Harrier II fighters and SH-3D or AW101 helicopters designed for conducting air defense, transportation and strikes.
The defensive armament complex includes two Aspide anti-aircraft missile systems, three 40-mm Oto Melara DARDO CIWS ZAKS and two three-tube TA. The ship is equipped with a radar for long-range detection of air and surface targets, an electronic warfare system and tactical data transmission channels such as Link 11, 14 and 16 for interaction with the fleet. The Otomat Mk 2 anti-ship missiles were removed in 2003, which allowed the ship to pay more attention to air operations and command and control functions.

At Indodefence 2025, a local company presented a conceptual model with two superstructures and models of Turkish Bayraktar TB3 UAVs, which Indonesia expressed interest in (as well as Akinci. TB3). Most likely, Garibaldi, if the deal goes through, will be used as a carrier for helicopters and UAVs.
In July 2025, the Italian shipbuilder Fincantieri presented four proposed work sites for the ship's conversion. Details about the upgrade, cost, and timing were not disclosed.

The command wants to use an aircraft carrier as the flagship of the Navy, which will act as a mobile center for managing patrol and anti-submarine operations, and will also coordinate assistance in carrying out humanitarian missions.
