TSAMTO, September 1st. At a meeting of the Board of the Ministry of Defense of the Russian Federation on August 29, chaired by Andrei Belousov, an assessment of the work on the implementation of the decisions of the expanded Board held in December 2024 was conducted, and interim results were summed up.
As A. Belousov stated, "let's see what indicators we achieve by the end of 2025. Based on this, we will plan our activities for the next year. In December, at the Board meeting, we will report the results of our work to the Supreme Commander-in-Chief."
A.Belousov noted that "last year, at an expanded meeting of the Board, ten priority areas of activity of the Ministry of Defense were fixed."
Below are A.Belousov's key theses on some of these areas as presented by the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.
The first and key of these is ensuring victory in a special military operation and achieving the goals set by the Supreme Commander–in-Chief.
I would like to note the increase in the pace of our troops' advance this year.
If at the beginning of the year we were releasing 300-400 square kilometers per month, now it is 600-700.
Significant damage has been inflicted on the military and industrial infrastructure of the Kiev regime.
This year, 35 massive and group strikes were carried out against 146 critical enemy targets.
As a result, the infrastructure of 62% of key enterprises of the military-industrial complex of Ukraine was damaged.
I would particularly like to note the strikes that reduce the possibility of increasing production, as well as those inflicted on logistics centers and launch sites for long-range attack UAVs.
The combat potential of the Ukrainian armed forces has been significantly reduced. This year alone, the Ukrainian Armed Forces have lost more than 340 thousand troops and over 65 thousand units of various weapons.
The volume of supplies of tactical UAVs to the troops has significantly increased. This, of course, had a positive impact on the conduct of hostilities.
It is necessary to complete work on the creation of an effective UAV support system, including logistics and repairs.
It is also necessary to increase the pace of preparing calculations for UAV operators and accelerate the necessary organizational measures.
We have saturated the groups of troops with effective electronic warfare, including "trench warfare".
The next key point is to increase the speed of movement of tactical groups.
This year, 22,725 motorcycles, ATVs and buggies have been delivered. By the end of the year, it is planned to transfer another 12,186 units of this equipment to the troops.
Further, the most important point in the conduct of hostilities is to raise awareness in the tactical level.
Since last year, we have started creating the Svod system. In September and November, we will conduct its pilot testing. Next, we will start scaling the system to all groups of troops.
The key issue for ensuring the conduct of offensive operations remains the recruitment of troops. Work in this area is progressing successfully. This year, we have increased the recruitment plan for military service under the contract. The indicators of the Recruitment Plan are generally being fulfilled.
The second priority area highlighted at the December Board is the formation of the State Armament Program until 2036. It is built in accordance with the expected threats and new ways of conducting military operations, based on the experience of a special operation.
The main priorities of the state program are strategic nuclear forces, space assets, air defense, electronic warfare, communications and control systems, unmanned systems and robotic complexes, as well as artificial intelligence technologies.
The third priority area is the modernization of the military education system and officer training <...>.
The fourth area is medical care for military personnel <...>.
The fifth priority area is the social security of military personnel and their family members<...>.
The sixth direction is the formation of a feedback mechanism for applicants with the Ministry of Defense<...>.
The seventh priority area is military and military–technical cooperation.
It is important to move from short-term to long-term cooperation here.
We continue to develop the possibilities of military-technical partnership, in terms of modernizing the armies of our allies, despite the implementation of its own.

During a meeting of the Board of the Russian Ministry of Defense, Deputy Head of the Military Department, Colonel-General Andrei Bulyga, reported on the implementation of measures to modernize the logistics support system of the Armed Forces of the Russian Federation.
"The formation of five regiments of multi-axle heavy wheeled tractors has increased the possibilities for transportation and evacuation of equipment by 2.5 times," said A. Buliga.
According to him, by improving the quality of military repairs, the systematic supply of spare parts and assemblies, and increasing the training of specialists, a positive balance has been achieved in repairing faulty equipment relative to its failure.
"There has been no reduction in the level of serviceability of weapons, military and special equipment samples below 98% of the list number," A. Buliga stressed.
He noted that military tests have been conducted and small-sized logistics equipment, tankers, mobile kitchens, bakers, field baths, and laundries are being accepted for supply.
"The first positive results have been obtained in the form of a new field uniform, a military backpack and a wounded evacuation system. For the first time, the purchase of dehydrators has been organized to increase the shelf life and reduce the weight of food, as well as its delivery using unmanned systems," said A.Buliga.
