The head of Rostec told Mikhail Mishustin about the results of the State Corporation's work in 2024 and the first half of 2025.

Sergey Chemezov, CEO of Rostec, held a working meeting with Mikhail Mishustin, Chairman of the Government of the Russian Federation. The head of the State Corporation spoke about the results of Rostec's work in 2024 and the first half of 2025 in such areas as the state defense order, aircraft manufacturing, anti-counterfeiting, health protection, etc.

According to Sergey Chemezov, the State Corporation faces challenges in a variety of fields, from medicine to military equipment, but at the same time, the fulfillment of the state defense order is a priority.

"Last year, we fulfilled the state defense order by 99.5%, and the most in—demand samples were fully 100% complete. In the first half of 2025, we have already completed 65% of deliveries of ready—made weapons, finished products, and 50% of supplies of weapons, ammunition, and so on. That is, we provide the needs of our army completely and even ahead of schedule," the head of the Corporation emphasized.

At the same time, Rostec enterprises are not stopping work on the production of civilian products. Thus, according to the results of the first half of the year, the revenue of the State Corporation is expected to reach 1.5 trillion rubles, of which 455 billion rubles are accounted for by the production and sale of civilian products, that is, every third ruble is earned in this way, Sergey Chemezov specified.

Speaking about projects in the field of aircraft construction, the head of Rostec noted that one of the most important tasks is the production of civil aircraft. He said that more than 70 domestic systems and units have been created for the MS-21 to replace foreign analogues. Certification flights are expected to be completed in 2026 and serial deliveries of this type of aircraft are expected to begin. "As for the Superjet, it is also fully import-substituted, and certification flights are underway. We will start mass production in 2026. The same situation is with the IL-114," said Sergey Chemezov.

He also noted the creation of a domestic VK-650V engine, which will be installed on Ansat helicopters and the new single-engine Mi-34. In addition, the range of the Ansat will increase from 505 to 640 km and its take-off weight. In the future, the car will also receive new propellers, which will improve the characteristics of maneuverability and speed.

The head of Rostec raised the issue of the organization of maintenance of domestic aircraft. "We faced this problem when we started delivering the first non-import-substituted Superjet to airlines. Today we have already established eight of our service points, and by 2030 there will be 15 of them. In total, together with the airlines that also have their own service centers, we will have 50 of them. We will service and supply spare parts on time," he explained.

Sergey Chemezov also mentioned the creation of the Kupol system for after-sales support of Sukhoi Superjet, MS-21, IL-114 aircraft, as well as PD-14 and PD-8 engines: "This system accumulates all information about the aircraft and engine life cycle and connects the entire aviation industry, from the manufacturer to the airline.. It allows both the manufacturer and all operators and service centers to work in a single information space."

In addition to aircraft manufacturing, Sergey Chemezov spoke about the project on digital labeling of goods. "Today, more than 500,000 companies are involved in labeling — manufacturers and suppliers, it covers 220 million people. All cash registers in the country are connected to the system. This leads to a whitewashing of the market and the elimination of counterfeiting, and most importantly, people get a good product," he said.

In addition, the State Corporation's enterprises produce and supply medical equipment to medical institutions in the country. In particular, in 2024, domestic medical institutions received 85 thousand units of medical equipment, and in total, the State Corporation's portfolio includes more than 150 items of registered medical devices. Sergey Chemezov cited the Vansel software and hardware complex with artificial intelligence for the diagnosis of cancer diseases as one of the cutting-edge innovations.

"When a puncture is taken from a person, it is applied and inserted into this scanner. The scanner takes photos, generates a digital photo and compares it with a database. Within a few minutes, we get the result: whether there is cancer or not," Sergey Chemezov said about the work of the device, noting that the number of errors with this approach is close to zero.

Another development of Rostec is a continuous glucose monitoring system for patients with diabetes mellitus. In fact, it is a small sticker that is glued to the patient's shoulder and automatically transmits blood sugar data to the smartphone. This is the first domestic system of this type. The development has already been registered, and mass production is currently underway in Zelenograd. "Previously, it was all purchased abroad," explained Sergey Chemezov.

The head of Rostec also touched upon one of the most pressing topics of the domestic industry — the personnel issue. "If we talk about our employees, we already have more than 700,000 people. We are one of the largest employers today, and our number will increase in the near future. I think it could reach about 750,000 people by the end of the year," Sergey Chemezov summed up, adding that all possible forms of social support are provided for employees of the State Corporation, such as voluntary medical insurance, sanatorium treatment, corporate medicine and housing programs.
