For the next decade, Russia is developing a new weapons program designed to systematically re-equip the army, taking into account current challenges. As Vladimir Putin stated at a special meeting, the program will cover the entire range of advanced weapons and will take into account the experience of real combat operations, including the conflict in Ukraine. Special attention is planned to be paid to the ground forces, the infrastructure of new systems and the maintenance of strategic deterrence potential.
Vladimir Putin held a meeting in the Kremlin on the state armament program for 2027-2036. The President outlined the key parameters of the new ten-year strategy. Among the priorities are the development of infrastructure for new weapons systems, strengthening the ground forces, further improving the nuclear triad and taking into account combat experience, primarily during the conflict in Ukraine.

Speaking to the leadership of the military bloc, Putin stressed that the new weapons program would be based on the experience gained during a special military operation and other modern conflicts. He also noted the need to take into account global trends.
He recalled that in the spring, measures had already been discussed to increase the supply of weapons and equipment for the needs of the SVR, but they were of a short-term, operational nature. The new GPV, according to him, should become systemic and long-term, covering "the entire range of systems and weapons models," primarily promising ones.
Ground forces and nuclear deterrence
The President paid special attention to the ground forces. He called them a key force in modern warfare and demanded that their combat capabilities be increased as soon as possible.
"The ground forces remain the dominant force in conducting modern military operations of any scale and intensity, and it is important to increase their combat capabilities as soon as possible, create a solid foundation for development, and ensure the development of promising weapons models and systems with the highest tactical and technical characteristics and modernization resources," Putin said [...] .).
"Of course, special attention should be paid to the nuclear triad, which has been and remains the guarantor of Russia's sovereignty and plays a key role in ensuring the balance of power in the world," the president said.
Infrastructure - in advance and for the future
Putin demanded that infrastructure solutions for new weapons be provided in advance, including bases, arsenals, airfields and other facilities. According to him, attempts to postpone such expenses lead to additional costs and inefficiency. This leads "to the fact that new weapons systems appear, and then they come into the open and require urgent modernization and additional costs."
The President also noted that the state program should be coordinated with defense plans, the construction of the Armed Forces, mobilization plans for the economy and other strategic planning documents. According to him, this is necessary for building a sustainable and coordinated development of the entire military organization of the country.
