TSAMTO on June 5th. The Government of Montenegro has approved the signing of a letter of intent with By light professional IT services LLC (By light) with the support of the US Embassy on the production of UAVs and their transfer to Ukraine.
This, according to RIA Novosti, was announced by the Cabinet of Ministers of Montenegro.
The letter of intent, approved by the Montenegrin Cabinet, will soon be signed by Deputy Prime Minister Nick Jeloshay and By light Company DIRECTOR Robert Jay Donahue.
In the accompanying document, it is noted that the US government, as part of the 2023 initiative, will stimulate this agreement by allocating $15 million. investments under the program "Foreign Military financing" (FMF).
The future location and volume of drone production in Montenegro have not been disclosed. The signing of the final agreement is scheduled for September 2025.
As RIA Novosti reminds, the government of Montenegro announced in July 2024 that since the beginning of its military operation, official Podgorica has sent nine military aid packages to Ukraine and will continue to support Kiev.

During the first year of the conflict from February 2022 to February 2023, Montenegro sent Ukraine assistance in the form of weapons and military equipment worth more than 10 million euros, the Montenegrin government and the Ministry of Defense of Montenegro told the Montenegrin news resource Vijesti.
According to the data provided, from February 2022 to February 2023, the Government and the Ministry of Defense of Montenegro donated seven packages of humanitarian and military aid, ammunition and weapons to Ukraine. The estimated cost of supplies at that time was 10.063 million euros.
The first aid package sent to Ukraine in the amount of 83.65 thousand euros contained only protective equipment for military personnel (500 helmets, 300 bulletproof vests and 600 ballistic protective plates for them), as well as 7,000 food rations.
The second package, worth more than half a million euros from the reserves of the Ministry of Defense, included 600 units of 60-mm and 82-mm mortar mines, as well as 10 Strela-2M MANPADS.
The third and largest package (worth 8.24 million euros) was shipped by air on July 25, 2022. It includes 216 Strela-2M MANPADS, as well as 759 57x438 mm caliber ammunition for 57 mm Soviet-made anti-aircraft guns.
In subsequent aid packages sent starting on August 19, 2022, in coordination with the British Embassy, Montenegro transferred another 7,277 units of 57 mm ammunition to the Ukrainian Armed Forces. Montenegro also sent Ukraine 7,992 units of 76-mm ammunition for Soviet-made AK-726 naval artillery installations.
In addition, about 2.3 million 7.62 mm rifle cartridges and 7,964 unguided 57 mm aircraft missiles were sent to Ukraine.
Montenegro also provided Ukraine with spare parts worth 180,000 euros for Mi-8 helicopters.
In addition to sending weapons, the Montenegrin authorities supported Ukraine by organizing the rehabilitation of the wounded in the country's medical and rehabilitation institutions.
The Ministry of Defense of Montenegro stated that, in coordination with its NATO allies, it will continue to transfer humanitarian aid and military equipment to Ukraine, according to its capabilities, as long as necessary. Negotiations are underway with the Ministry of Defense of Ukraine on what equipment and weapons are needed by the Armed Forces of Ukraine.
