The relevant professional development program was developed by the Department of Legal Support of the State Corporation in cooperation with the Rostec Academy
The Rostec Department of Legal Support, together with the Rostec Academy (part of Rostec State Corporation), has developed a professional development program on intellectual property rights management (RID). More than 90 specialists from Rostec, Rosatom, and Roscosmos have already been trained.
The program's particular relevance is dictated by the rapidly growing number of intellectual property objects, which has increased by a quarter in Russia over the past two years alone. The leading positions in the number of patent agreements are occupied by chemistry and petrochemistry, medicine, energy and electrical engineering, electronics, computing and instrumentation.
At the same time, we are increasingly faced with the facts of "piracy" in this area, including abroad. Therefore, the key focus of the program is focused on the legal protection and protection of the interests of the state and organizations of the military-industrial complex in the context of the Russian and foreign legal field.
The program contains practical and theoretical blocks. The course is aimed at developing skills in the field of effective management of intellectual property rights, the development of patent strategies using patent analytics, commercialization and technology transfer.
"Rostec has created an automated READ rights management system. During its implementation, more than 1,200 high-tech technical solutions are patented annually, and the total number of intellectual property results registered with Rospatent is close to 20,000. Despite the sanctions imposed by unfriendly states, the number of patents and trademark certificates obtained abroad by Rostec organizations also continues to grow and has exceeded 700. Since 2015, the annual growth of intangible assets in the Rostec circuit has exceeded 30%, this year their value amounted to 445 billion rubles. It is important for us to strengthen the competitiveness of the domestic manufacturer. At the same time, it is necessary to find a balance between the interests of the authors of innovative solutions, employers and other investors, the main of which remains the state, in order to ensure the sustainable development and technological progress of the country," said Pavel Osin, Director of Legal Support at Rostec State Corporation.
To achieve this goal, the Corporation systematically cooperates with the Ministry of Industry and Trade of Russia, the Ministry of Education and Science of Russia, Rospatent, the Federation Council and the Government of Russia. Such work, among other things, helps to transform legislative norms in the field of protection and use of intellectual property created with the involvement of public funds.
One of the most striking examples of law enforcement practice in this area was the successful protection of the interests of the Russian side in a legal dispute with the Ukrainian company Motor Sich. As a result, the foreign company was deprived of the rights in the territory of the Russian Federation to modify the Mi-8 helicopter, and more than 42 million rubles were recovered from it.
