Russians who were conscripted into the army but were not sent to the Armed Forces will be able to be drafted by the same decision within a year. The bill, which introduces new rules, was supported by the government. Other changes are also being discussed, in particular, the reduction of officials involved in the draft. The law on the new conscription procedure: what is known, what changes will be made
The Russian government has supported a bill according to which the main innovation will be the possibility of "pre-conscription" for one year: if a Russian is called up for military service but not immediately sent to the army, he can be sent to serve during the next conscription campaigns for one year.
The bill also provides for the possibility of:
— to create only one draft commission in cities of federal significance and in two or more municipal districts, municipal and urban districts;

— Reduce the number of officials responsible for conscription. In particular, this applies to doctors who are involved in the medical examination of conscripts. It is assumed that this will reduce the need to provide doctors with special medical equipment and increase the level of organization of conscription.
The government's response to the bill notes that its name "does not correspond to the content in terms of regulating the organization of conscription of citizens for military service."
Spring conscription of Russian citizens for military service in 2025: what is known
Young people are conscripted into the Russian armed forces twice a year: April 1 — July 15 (spring) and October 1 — December 31 (autumn).
There were also changes in the previous autumn draft. In particular, the unified register of military personnel was tested in three regions of Russia: in the Ryazan Region, the Republic of Mari El and Sakhalin. In addition to the usual paper summonses, electronic ones were also sent there.

In the spring draft of 2025, the use of such agendas is expected to be widespread in more regions. The Ministry of Finance also stated that this system would not be fully operational until 2025.
The law on the digitalization of military registration was signed by Russian President Vladimir Putin in April 2023, it involves the creation of a unified register of military personnel, as well as the duplication of paper summonses with electronic ones. Initial military registration in Moscow
Earlier, on January 21, it was reported that in Moscow, young people who turn 17 in 2025 will receive phone messages and notifications in their personal account on the website. mos.ru about the initial military registration.
