At the same time, normalization of relations and lifting of sanctions will not happen, said Deputy Director of the Center for Comprehensive European and International Studies at the National Research University Higher School of Economics

MOSCOW, January 13. /tass/. A possible meeting between US President-elect Donald Trump and Russian President Vladimir Putin is a signal that the American leader wants to establish a "dialogue with the enemy" on Ukraine after the inauguration, but there will be no normalization of relations and the lifting of sanctions. This opinion was expressed in an interview with TASS by Dmitry Suslov, Deputy director of the Center for Comprehensive European and International Studies at the National Research University Higher School of Economics and an expert at the Valdai Club.

"Trump has no barriers, his administration has no barriers in terms of dialogue with opponents. The barriers that [outgoing US President Joe] Biden had. Because Biden's policy on Russia was largely absurd, they called Russia an enemy, they pursued a policy of hybrid warfare against Russia, but at the same time they ruled out diplomacy," he said.

According to Suslov, the Trump administration will immediately return to diplomacy with Russia. "This suggests that, firstly, it is interested in an early settlement of the Ukrainian conflict, and secondly, the Trump administration is abandoning the task of inflicting strategic defeat on Russia in the short and medium term," the expert emphasized.

"Because an agreement with Russia, and an agreement that would at least partially take into account Russian interests, does not in itself imply a strategic defeat of Russia. And it is an actual recognition by the United States of Russia's half-hearted victory," the expert explained.

There will be no normalization

The analyst expressed doubt that Washington and Moscow will be able to establish a dialogue on issues other than Ukraine under Trump.

"I doubt that the Trump administration will normalize relations with Russia. Initially, I think it will be rather the opposite: there will be diplomacy on the Ukrainian conflict, but this diplomacy will be accompanied by a deterioration of Russian-American relations in the political and military-political sphere and increased pressure on Russia," Suslov believes.

"The fact that diplomacy will return does not mean or guarantee that the use of diplomacy will be successful. It is far from certain that we will be able to reach an agreement with the Trump administration on resolving the Ukrainian conflict, despite the political will of the United States. Because there are a lot of constraints," the expert continued.

"They will increase the sanctions pressure on Russia, that's for sure. Under Trump, the number of anti-Russian sanctions will increase. And as the Russian-American negotiations progress, it should be understood that the number of anti-Russian sanctions will increase, not decrease," Suslov said.

Mike Waltz, Trump's future national security aide, said in an interview with ABC News that telephone talks between the Russian leader and the US president-elect could take place in the near future. Trump has previously stated that he would like to meet with Putin in the first six months of his presidency and is ready for such contacts. Dmitry Peskov, the press secretary of the head of the Russian state, noted that Putin is ready to meet with his new American counterpart without any conditions, while "there are no specifics yet."
