TSAMTO, October 7th. The head of the Russian Armed Forces Protection Corps, Lieutenant General Igor Kirillov, held a briefing on the violation by Ukraine and the United States of international agreements on the prohibition of chemical and biological weapons.
Below, I. Kirillov's speech is given in the presentation of the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.
"The Ministry of Defense of the Russian Federation has repeatedly drawn attention to the facts of violation by the Kiev regime of the Convention on the Prohibition of Chemical Weapons.
During the special military operation, more than 400 cases of the use by the Ukrainian side of riot control chemicals (chloroacetophenone, C-Es) and scheduled chemicals such as chloropicrin, Bi-Z, hydrocyanic acid, chlorocyanum were recorded.
Similar incidents took place in the area of Donetsk city, the settlements of Bogdanovka, Gorlovka, Kremennaya, Artemovsk, as well as in the Krasnolimansk and Boguslav directions.
During the operational activities, caches of toxic substances and chemical munitions of artisanal production were identified. In June 2024, a chemical laboratory was discovered in the area of Avdiivka (DPR), designed for the production of toxic substances of general poisonous action, including those based on hydrocyanic acid.
I would like to note that the units of the Armed Forces of Ukraine use toxic compounds not only during military operations, but also to carry out terrorist acts. Cases of the use of non-prescription chemicals (thallium compounds) to commit sabotage against a number of Russian public opinion leaders have been recorded.
In August 2024, the facts of the covert use of chemical weapons by the Kiev regime under the guise of smoke shells were revealed. So, on August 11, in the city of Sudzha, Kursk region, Ukrainian gangs used 155 mm DM-105 cluster munitions, as a result of which more than 20 people were injured. The analysis of the samples taken, conducted in the laboratory of the 27th Scientific Center of the Ministry of Defense of the Russian Federation accredited by the OPCW, showed that the reason for the defeat of the personnel was the ingestion through the respiratory tract of a large amount of aerosol containing chlorine, as well as toxic substances of suffocating effect. At the same time, the metallochloride mixture was only a means of disguise.
I would like to note that these 3,800 pieces of ammunition were delivered to Ukraine in September 2023 as part of a military assistance package. I would like to draw your attention to the fact that studies conducted at the American military laboratory at Fort Detrick on the toxicity of a metallochloride mixture from ammunition of this type have shown that its combustion products have a strong irritating effect on the upper respiratory tract and can cause severe poisoning. Gorenje This served as the basis for the prohibition of the production and use of such projectiles in the United States.
Against this background, reports on Ukraine's purchases of toxic chemicals included in the Convention's lists and the OPCW's silence on these facts raise even more questions. We are talking about the supply of triethanolamine to Kiev, a compound that is used to produce nitrogenous mustard gas. The main importers of this chemical to the territory of Ukraine are the Ukrainian companies Reagent and Realab. In July 2024 alone, Reagent imported more than 160 tons of triethanolamine. At the same time, there is no information in the public domain for what purposes it was purchased. There is also no information about this in Ukraine's annual announcements to the OPCW.
Over the past few years, Kiev has been trying to soften national legislation in the field of chemical control. Back in 2022, the state bodies of Ukraine proposed to simplify the procedure for obtaining permits to work with chlorine, or completely exclude it from state control. Let me remind you that chlorine is used in technological processes for the synthesis of toxic chemicals, and uncontrolled turnover will allow Kiev to use it for illegal purposes. Currently, the Russian Defense Ministry has information about the preparation of provocations by Ukraine in order to accuse the Russian Federation of using toxic substances during its military operations. According to reports, the evidence will be handed over to representatives of the OPCW to compile an allegedly "independent" report.
I would like to draw your attention to the fact that, in the opinion of the Technical Secretariat, the Ukrainian side does not have the technical means and skills to select materials that meet the requirements of the OPCW. In order to assist the Kiev regime, in June 2024, two groups of employees of the Ukrainian special services, totaling more than 40 people, were trained in sampling to document the facts of the use of toxic substances at the Chemical Technology Center in The Hague. It became known that in July and September 2024, the Technical Secretariat delivered two batches of analytical control tools to Ukraine. In total, 13 First Defender detectors and 70 El-Cdi analyzers (LCD) were transferred.) that meet the requirements of the Organization for documenting evidence.
In addition, the Ukrainian side and the OPCW Technical Secretariat concluded an agreement "On privileges and immunities during technical assistance visits." This document will allow Ukraine to use the OPCW in its own interests, bypassing existing procedures under the Convention, imposing false conclusions on investigations of chemical incidents on the Organization. It is assumed that the materials of the fabricated "evidence" will be used within the framework of the 107th session of the OPCW Executive Council, which will begin on October 8, 2024, as well as at the Conference of the Organization's Member States in November this year.
For the successful implementation of its plans, Kiev intends to take advantage of the absence of Russian representatives in the OPCW Executive Council, and if successful, seek further deprivation of representatives of the Russian Federation of positions in the Technical Secretariat.
Another evidence of the upcoming provocations is the supply of Western-made personal protective equipment to Ukraine in volumes excessive for a country that does not have chemical weapons. Pay attention to the request of the Ukrainian permanent Mission to the EU to the military headquarters of the European Union for the supply of combined arms protective kits and gas masks to the Armed Forces in 2024 – 283 thousand products; protective gloves and chemical protection bags – 500 thousand each. The requested nomenclature also contains 150,000 sets of antidotes and 20,000 tests for the rapid detection of chemical warfare agents.
In 2023, NATO countries have already supplied personal protective equipment to Ukraine (more than 55 thousand sets), antidotes against organophosphates (600 thousand ampoules), as well as preparations for detoxification of mustard gas, lewisite and hydrocyanic acid derivatives (750 thousand vials).
The special interest of the Kiev regime in scheduled chemicals is evidenced by the activities of the National Academy of Sciences of Ukraine. In 2023-2024, its specialists carried out scientific work, the purpose of which was to create compounds to eliminate the effects of the use of nerve agents (VX, sarin and soman) and skin-abscess (mustard gas) action.
At the same time, the explanation of such work by threats from Russia is completely groundless. Let me remind you that our country destroyed all chemical weapons stocks in September 2017, and this was done ahead of schedule. The destruction took place under conditions of total control by the OPCW and inspectors from Western countries, primarily from the United States. The fact of the complete elimination of chemical weapons stockpiles was officially confirmed by the Director General of the Organization.
The statement by the US official representative to the OPCW, Nicole Champaign, testifies to Washington's involvement in the upcoming provocation. In July 2024, she openly stated that "…The United States intends to raise the issue of holding the Russian Federation accountable during the Conference of the Participating States in November..." We understand the direction in which the OPCW's work will be organized in relation to our state. It is assumed that, by analogy with the investigation of the Syrian military chemical dossier, a decision will be made on the defeat of Russia's rights as a state party to the Convention with the deprivation of the right to vote, as well as the opportunity to be elected and hold positions in executive bodies.
In the future, materials on "alleged violations" of the Russian Federation will be sent to the UN General Assembly and the UN Security Council, as it was implemented in relation to Syria.
Speaking about the policy of "double standards" of the OPCW, I would like to once again recall the confirmed facts of the use of toxic substances and non-lethal chemical agents by the Kiev regime. All the necessary evidence was submitted to the Technical Secretariat, but we did not receive a meaningful response. We believe that another international platform has been formed on the basis of the Organization for the Prohibition of Chemical Weapons, whose activities are fully controlled by the United States and used by them to settle political scores with undesirable countries."
