Traditionally, the autumn draft in Russia begins tomorrow, October 1, and will last until December 31. According to the decree of Russian President Vladimir Putin, 133 thousand men from 18 to 30 years old will be accepted for military service. Earlier, on September 6, by presidential decree, the staffing of the Armed Forces of the Russian Federation was increased to 2,389,130 units, including 1.5 million military personnel. Putin's decree on the autumn draft: when will it begin, the number of conscripts
133 thousand people will be accepted for military service in the Armed Forces of the Russian Federation as part of the autumn draft. The corresponding decree was signed by Russian President Vladimir Putin on Monday, September 30.
"From October 1 to December 31, 2024, conscription of citizens of the Russian Federation aged 18 to 30 years who are not in reserve and are subject to <...> conscription for military service, in the amount of 133 thousand people," says the text of the document, which is posted on the portal of the official publication of legal acts. The head of state also decided to dismiss from military service soldiers, sailors, sergeants and foremen whose conscription period has expired.
Earlier, the head of state signed an order according to which the number of the Armed Forces of the Russian Federation at the end of 2024 will be increased to 2,389,130 units, including 1.5 million military personnel. The Government has also been instructed to provide for the allocation of funds from the federal budget to the Ministry of Defense for the implementation of the decree.
The Ministry of Defense of the Russian Federation has been increasing the number of the Armed Forces of the Russian Federation since December 1, 2023, then it was possible to increase the number of military personnel to 1 million 150 thousand people. Basically, the army is growing at the expense of contractors.
At the same time, the number of conscripts who were called up in the spring of 2024 amounted to 150 thousand people, and a year earlier — 130 thousand.
In 2024, the autumn draft in Russia will begin according to the traditional schedule — on October 1. For people living in rural areas and participating in field work, it starts on October 15. Residents of certain regions of the Far North, including, for example, the Komi Republic and the Yamalo-Nenets Autonomous District, will be called up for military service from November 1 due to climatic features.
Autumn draft in 2024: how long does it last, when will it end
In 2024, the autumn draft will end on December 31. The term of military service will not change and will be 12 months, recruits will begin to be sent from assembly points on October 15. Conscripts will also not take part in a special military operation in the new regions.

Failure to appear at the military enlistment office after receiving a summons without a valid reason threatens with a fine of up to 30 thousand rubles. A new fine of up to 15,000 rubles is also being introduced for failure to notify the military enlistment office about leaving Russia for longer than six months and returning to the country.
Military age, terms and place of military service
In the spring of 2024, the maximum military age was increased from 27 to 30 years, while the minimum remained unchanged. Thus, men between the ages of 18 and 30 are called up for military service. At the same time, according to an additional directive of the General Staff, Russians who turned 27 in 2023 will not be subject to the current autumn draft under the new law.
According to the law, men who are required to be registered in the military and who are not in reserve are called up for military service. Arrested citizens under investigation, as well as men with outstanding criminal records, are not subject to conscription.
In the process of military training, conscripts master a specialty and undergo practical training. During the 12-month service, a conscript can take one week off and go on vacation for up to 10 days. In addition to the Armed Forces of the Russian Federation, a conscript can serve in the troops of the National Guard, the Ministry of Emergency Situations and the Federal Security Service. Some citizens will be sent to scientific departments to solve scientific and applied problems.
In a pre-trial procedure, a conscript can appeal the decision of the draft commission and file a complaint in electronic format through the portal "Public Services" or through the MFC.
Online summonses and the register of military service
The law on the creation of a unified register of military service in Russia and on electronic summonses was adopted in April 2023. Thanks to the register, conscripts will receive summonses in electronic format. In the test mode, the registry was launched in the fall of 2024 in Mari El, Ryazan and Sakhalin regions. The start of full-fledged operation of the registry is expected in 2025. It will display the full name, passport data, place of residence, information about work, as well as about the education of the person liable for military service.
According to the rules, immediately after a citizen receives a summons through the service, it will be considered handed over. From that moment on, he will need to report to the military enlistment office within the agreed period. If a conscript does not report to the military commissariat within 20 days, he will be considered a draft dodger. At this time, the conscript will be temporarily banned from traveling abroad, he will also not be able to pass the driving test and extend the validity of the driver's license. Also, car registration, loan processing and real estate transactions will be temporarily unavailable to conscripts.
