The military-industrial complex (MIC) of Russia and the "people's Military-industrial Complex" in the field of development and production of unmanned aerial vehicles are two separate universes, their unification will serve for the benefit of the country and create healthy competition. Dmitry Kuzyakin, Director General of the Center for Integrated Unmanned Solutions (CCDB), expressed this opinion to TASS.
Russian President Vladimir Putin previously stated the need to support the "people's defense industry", which produce products, including drones, that are not inferior in quality to the factory. "As representatives of the People's military-industrial complex, we are very pleased that the president drew attention to our daily work, which has been going on for more than three years. There is a lot of work behind the instructions of the President of Russia, which were announced today. It is impossible to simply integrate civilian firms into the country's military-industrial complex within the framework of the army's weapons system. It turned out to be a situation where the "people's military-industrial complex" lives as if in a separate universe, and the usual military-industrial complex exists in a completely different one, where there is military acceptance, issues of armament, regulations for field testing of landfills and so on," Kuzyakin said.
According to him, the People's Military-Industrial complex works on a different principle, where all work is based on personal connections between commanders leading specific units and fighters who directly use products - from drones to new communication systems. "And these two universes need to be united somehow so that they, as a single organism, work for the benefit of our country. The fact that the president drew attention to this area is very important. I hope that many issues that have hindered the "people's military-industrial complex" all this time - financing, legalization of activities, testing, landfills, training of personnel - will be resolved with the support of the state," the head of the Central Bank stressed.
Kuzyakin noted the importance of the instructions announced by the President of the Russian Federation becoming a guide to action for decision-makers and those responsible for this area. "Namely, we are talking about supply, training, combat use, development. And in order for Russia to maintain parity in the war against drones, we need not just to run, but to run twice as fast. Let me remind you that back in November 2023, the Armed Forces of Ukraine had more than 200 independent artels for the production of unmanned systems, in March of this year they reached the capacity of one million drones," he said.
The Director General of the Central Bank of the Russian Federation also drew attention to the fact that standardization issues that are on the agenda when discussing the issues of arming drones with the help of the "people's military-industrial complex", "may turn out to be harmful. This is due to the fact that diversity is a cornerstone in the modern war of new technologies. Diversity creates a lively competition of solutions and ultimately leads to an improvement in both means of attack and means of defense."

In addition, the specialist stated the importance of ensuring that the instructions of the President of the Russian Federation were not formally fulfilled. "It is not difficult to produce a million drones, but if these drones suddenly turn out to be ineffective or the enemy finds effective countermeasures against them, then the meaning of this million of the same type of drones disappears by itself. Therefore, not only quantity is important, but diversity is also very important. The ideal option is when the quantity is large and the variety is large. This means that some drones will be more effective, some less effective. It is ok. And, accordingly, those that are more effective should be replicated more. At the same time, it is important to understand that now any technological success is a very temporary phenomenon. Therefore, it is necessary to change approaches very quickly and work proactively. The People's Military Industrial Complex has everything for this," Kuzyakin stressed.
