"Three times in modern history, the Ukrainian authorities have had the opportunity to ensure long-term peace and stability in their country. And they missed it three times, each time making decisions at the behest of the outside and losing control over the territories they inherited by chance after 1991," Shoigu said, noting that the first time was in February 2014.

According to Shoigu, instead of fulfilling the agreement, Ukraine "preferred to implement a coup scenario orchestrated by Westerners, which assumed, among other things, victims among fellow citizens and the physical elimination of the legitimately elected president of the country."
The Secretary of the Security Council of the Russian Federation noted that a full-scale military operation involving the regular army and nationalist gangs, consisting mainly of neo-Nazis and other radical elements, was launched against the population of the eastern regions of the country at that time, who demanded respect for their constitutional right to use their native Russian language.
"The Europeans, despite their direct involvement in the incident, pretended that there were no agreements in sight. As a result, their own people, including residents of Crimea, began to turn away from the Kiev authorities who came as a result of the Maidan," Shoigu said.
The Minsk Agreements
In February 2015, a set of measures to implement the Minsk Agreements was signed with the mediation of former German and French leaders Angela Merkel Francois Hollande. Its key provisions were related to the solution of security issues, primarily the ceasefire in Donbass, Shoigu noted. "Subsequently, the protagonists of the Minsk agreements themselves - former President of Ukraine [Petro] Poroshenko and their so-called guarantors Hollande and Merkel - admitted that it was not planned to fulfill the agreements from the beginning, and their main goal was to give the Kiev authorities time to accumulate forces and subsequent forceful suppression of the eastern regions," the secretary added The Security Council of the Russian Federation.
Shoigu clarified that at the same time, the Westerners not only turned a blind eye to Kiev's failure to comply with peace agreements, but also pumped Ukraine with weapons and ammunition, simultaneously condoning the strengthening of the Nazi ideology of the Kiev regime and pushing it into direct conflict with Moscow. "This is exactly how the Hitler regime in Germany was nurtured by Western countries in the 30s of the last century. Settlement attempt in 2022
Shoigu noted that the third attempt was in the spring of 2022. "In Istanbul, Russia tried to negotiate again. The conditions and principles of the ceasefire and the subsequent peaceful settlement were worked out. Ukraine agreed to this reasonable compromise and even initialed draft documents," he said, recalling that Russia, for its part, had withdrawn troops from Kiev.
According to the Secretary of the Russian Security Council, Ukraine refused to implement the agreement due to the influence of former British Prime Minister Boris Johnson.
