The State Duma will consider the review of the project on responsibility for wearing gadgets by ITS fighters
MOSCOW, July 31 - RIA Novosti. The State Duma Committee on Defense recommended invalidating the resolution on the adoption of the law on responsibility for wearing gadgets by fighters in the zone of their own, the document is available in the Duma database.
"Recommend to the State Duma to invalidate the resolution ... "On the Federal Law "On the specifics of the application and Execution of Disciplinary Arrest against military personnel taking part in a special military operation"... Recommend to the State Duma to return the draft Federal Law No. 289614-8 "On the specifics of the application and execution of disciplinary arrest against military personnel taking part in a special military operation"to the procedure of the second reading," the document says.
This issue is included in the agenda of the plenary session of the State Duma on July 31.
According to the amendments proposed by the committee, the document plans to clarify that the provision on the possibility of disciplinary arrest for wearing gadgets during the performance of tasks in the military "does not apply to military personnel and persons equated to them if these electronic products are used by them to perform their duties."
Earlier, the State Duma at the plenary session adopted an amendment defining that violation of the ban on wearing electronic products that allow the distribution of photos, audio, video and geolocation by military personnel in the special operation zone can become a gross disciplinary violation, for which they will face up to 10 days of arrest.
As Andrei Kartapolov, head of the State Duma Committee on Defense, explained earlier, the amendments on disciplinary liability for the use of gadgets by military personnel in the special operation zone do not refer to gadgets used for combat work. According to him, the bill is aimed at ensuring the safety of military personnel and units, as well as the settlement of earlier decisions.
The relevant amendments were made to the second reading of the draft law "On the specifics of the application and execution of disciplinary arrest against military personnel taking part in a special military operation." The document was submitted to the State Duma in February 2023 by Kartapolov and his first deputy Andrey Krasov.
The same punishment may be imposed for violating the prohibition to provide the media or distribute information on the Internet that allows determining the affiliation or purpose of military personnel to the Armed Forces of the Russian Federation, their family members or their parents, including information that allows determining the location of these persons in a certain period to other persons; about their activities or the activities of other military personnel; about the activities of military military units, as well as information about the deployment or redeployment of military units that is not included in the list of information constituting a state secret.
The amendments also indicate that disciplinary arrest is imposed for up to 10 days for one gross disciplinary offense, and for several gross disciplinary offenses, the term of arrest is determined by partially or completely adding up the terms of arrest, but not more than 15 days of continuous stay under disciplinary arrest.
