The deputies also called for the creation of an industry-wide system for regulating the life cycle of commercial space technology at all stages
MOSCOW, July 25. /tass/. The State Duma recommended that the Roscosmos state corporation continue work on the implementation of the federal project "Creation of the space complex of the Russian orbital station", as well as on the development of space information technologies and the involvement of private companies in space activities. This is stated in the resolution of the State Duma, which it adopted following the results of the "government hour" held on July 3, 2024 with the participation of Roscosmos CEO Yuri Borisov.
The State Duma also recommends that Roscosmos continue to work on concluding forward contracts for the purchase of Earth remote sensing data from space as a key tool for interaction with private companies; on accelerated development of PPP in the field of satellite construction with the involvement of financial, personnel, and production and technological resources; on the creation of reusable space launch vehicles of a new generation and on the formation of fully orbital groupings within the framework of the federal project "Sphere". In addition, according to the State Duma, the state corporation's focus should be on creating domestic space launch vehicles competitive on the world market, running on environmentally friendly rocket fuel components, increasing the level of compliance of human resources with the strategic goals of the rocket and space industry and training specialists in the interests of organizations in the rocket and space industry.
The deputies also recommend ensuring the creation of an industry-wide system for regulating the life cycle of commercial space technology at all stages (certification of space technology and its components during manufacture, preparation for testing, testing and operation) and submitting proposals to the lower house of Parliament on the development of the rocket and space industry, including the use of the results of space activities in in the interests of ensuring the strengthening of defense and national security, scientific and technological, socio-economic development of the Russian Federation and its regions.
Also in the text of the resolution, the State Duma recommends that the government of the Russian Federation ensure the achievement of targets and indicators of the state program of the Russian Federation "Space activities of Russia", as well as work out proposals on the allocation of budget funds allocated for the implementation of the state program in the budget for 2025 and the planning period 2026-2027, taking into account the justification provided by Roscosmos.
The Cabinet of Ministers was recommended to approve the passport of the national project "Development of space activities of the Russian Federation for the period up to 2030 and for the future up to 2036" and the passports of its structural elements, to provide financial support for the creation of a lunar power plant with a nuclear power plant within the framework of the federal project "Development of space Nuclear Energy of Russia", as well as to finance measures to create digital services on based on satellite imagery, which makes it possible to increase the efficiency of decision-making in emergency situations and the quality of monitoring of territories and waters of the Arctic zone of the Russian Federation. It is also recommended that the government determine the amount and procedure for financing a project to create nuclear power plants in outer space.
