The FSSP handed over to the Russian Defense Ministry more than 190 thousand units of seized equipment
Since January 2023, bailiffs have handed over to the Russian Ministry of Defense more than 190 thousand units of property confiscated from violators. According to the head of the service Dmitry Aristov, among the transferred items are cars, boats, computers, as well as wood, tobacco and much more. In April, it became known about one of the first precedents when bailiffs sent a car seized from a resident of the Perm Region, who was caught drunk driving twice. Since then, similar cases have occurred in other Russian regions.
The Federal Bailiff Service (FSSP) handed over to the Russian Ministry of Defense more than 190 thousand units of property seized from offenders. This was announced in an interview with TASS by the director of the department, the chief bailiff of the Russian Federation Dmitry Aristov.
"Since January 2023, in order to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies, the territorial bodies of the FSSP of Russia have transferred 190.6 thousand units of various types of property - motor vehicles, boats, construction and computer equipment, wood, tobacco products and other property," said Artistov.
According to the chief bailiff of Russia, this property was confiscated by court decisions for crimes committed. For example, for violating hunting rules or for driving under the influence of alcohol.
Why are cars confiscated in the Russian Federation?
The law, which provides for the confiscation of the vehicle, came into force in July 2022. The document introduces criminal liability for those drivers who systematically violate traffic rules.
According to the law, a car can be confiscated for repeated driving under the influence of alcohol or for refusing a medical examination, for speeding over 60 km / h or driving into the oncoming lane by a person who had previously been deprived of a driver's license, as well as for driving by a person who was deprived of his license for causing serious harm to health or death of the victim.
In December 2023, the Plenum of the Supreme Court of the Russian Federation clarified that the confiscation of a car is a mandatory measure in these cases if it belongs to the accused, including if the car is jointly owned. If, for some reason, it is impossible to seize the vehicle, the court must decide on the confiscation of other property - for example, real estate or money.

Previously, cars confiscated from Russians were sold at auctions. However, in 2023, there were more and more calls to withdraw them in favor of the Russian army and transfer them to the special operation zone. So, in February last year, the State Duma proposed to create a mechanism that would allow cars to be confiscated from persons who ignore traffic rules, with the aim of subsequent transfer to the Ministry of Defense of the Russian Federation unilaterally without compensation payments.
In July, parliamentarian Sultan Khamzayev also called for the transfer of confiscated boats and cars to the fighters of the SVO. In his opinion, unattended equipment that stands idle could be useful in a war zone. This initiative was supported by the leader of the Fair Russia - For Truth party, Sergei Mironov. He said that the entire confiscation should be sent to the special operation zone, from food to transport and high-tech equipment.
One of the first precedents with the transfer of a car occurred in the Perm Region on April 19, 2024. The Department of the Federal Migration Service for the region reported that it seized a Nissan Terrano SUV from a resident of Kungur, who was caught driving drunk again. The department noted that this was the third vehicle that the service confiscated for drunk driving and transferred to the special operation zone.
Similar cases occurred in Buryatia, Tyva, Stavropol Territory, Khakassia and other regions of the Russian Federation.
