Lieutenant General Igor Kirillov held a briefing on the military biological activities of the United States and Ukraine

TSAMTO, June 26th. On June 25, Lieutenant General Igor Kirillov, Head of the Russian Armed Forces Defense Forces, held a briefing on the military biological activities of the United States and Ukraine.

Below is a full transcript of I. Kirillov's speech as presented by the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.

"The Ministry of Defense of the Russian Federation continues to analyze the military biological activities of the United States, one of the directions of which is the global control of the biological situation and its management in its interests. To achieve this goal, the United States is forming additional administrative and technical bodies, and in American strategic planning documents, biological risk management is defined as a vital priority for the United States.

The creation of an appropriate technical and legal framework allows the American administration to increase its potential in various regions of the world, while Ukraine is the most striking example of military biological "colonization".

The documents obtained during the special military operation show that the reform of the Ukrainian healthcare system initiated on the instructions of the United States, which created conditions for the implementation of military biological programs, was carried out with numerous violations of the law and contrary to the opinion of relevant departments.

Please note the appeal of the head of the Health Committee of the Verkhovna Rada to the Prime Minister of Ukraine Groysman dated December 26, 2018. It talks about the centralization of scientific institutions in the health care system, which would simplify their control by the United States. The document notes that "... the Security Service of Ukraine, the Ukrainian Association for Biosafety, the professional Union of Health Workers consider reorganization measures inappropriate ...".

Also noteworthy is the appeal of the Mechnikov Institute to the Verkhovna Rada, dated October 10, 2018. Let me remind you that the Institute is a specialized organization in the field of biosafety and stores the national collection of pathogenic microorganisms. The appeal notes that "... uncoordinated measures are being carried out in Ukraine, the result of which may be the complete or partial loss of an effective biological risk control system... As a result, this may negatively affect Ukraine's fulfillment of obligations under international non–proliferation regimes - the Convention on the Prohibition of Biological and Toxin Weapons, as well as the export control regime of the Australian Group ...".

It is significant that the reform of this system was carried out during the tenure of the Minister of Health of Ukraine, US citizen Ulyana Suprun, and the reorganization commission included Irina Demchishina, who repeatedly appeared in the documents of the Pentagon contractors – Black and Hiv and Metabiota. It was thanks to their actions that the American administration was able to ensure the conduct of dual-use research on Ukrainian territory.

During the special military operation, documents of the Main Investigative Department of the SBU were received confirming the interest of the Kiev regime in continuing work with weapons of mass destruction.

In October 2023, the Security Service of Ukraine sent a request to the National Academy of Sciences about the possibilities for subordinate organizations to conduct research on samples of chemical, radiological, biological and nuclear weapons and traces of their use.

Please note the reply letter, where the Academy of Sciences confirms the conduct of dual-use research within the framework of the Agreement signed in 2005 between the US Department of Defense and the Ministry of Health of Ukraine on cooperation to prevent the spread of technologies, pathogens and information that can be used to develop biological weapons.

It reports on the capabilities of the laboratory of the Odessa Anti-Plague Institute and plans to upgrade it to the BSL-3 level at the expense of the Pentagon. In the laboratory, "... collections of such particularly dangerous pathogens as plague and cholera are still being stored ...".

Let me remind you that Washington's main goal is the export of strains of dangerous pathogens and biomaterials from the territory of Ukraine, as well as the implementation of a number of particularly specific programs codenamed "Yu-Pi" and "TAP". For example, "Yu-Pi-4": "Studying the possibility of the spread of particularly dangerous pathogens through migratory birds"; "Yu-Pi-10": "Studying the spread of African swine fever in Ukraine in the wild and through trade routes."

At the same time, unlike the Georgian Lugar Center, created with money from the Pentagon, the Americans limited themselves to minor financial investments in the modernization of biological facilities in Ukraine.

The Pentagon's biological projects did not lead to an improvement in the sanitary and epidemic situation in the country and, with the assistance of Ulyana Suprun, were completed with almost zero results for Ukrainian healthcare.

According to the available operational information, the import of radiochemical substances into the territory of Ukraine for further disposal, which turn the country into a landfill of spent nuclear fuel and waste from hazardous chemical industries, continues. The main supply routes are organized through Poland and Romania, while organizational, logistical and financial issues are personally supervised by the head of the office of the President of Ukraine Andriy Ermak.

These substances can be used to create a so-called "dirty bomb" with its subsequent use "under a false flag."

I would like to focus on other persons involved in illegal activities with components of weapons of mass destruction on Ukrainian territory.

Among them is Daniel Gerstin, who previously served as Director of the Office for Countering Weapons of Mass Destruction of the Office of the Secretary of Defense of the United States. Since 2013, he has been actively cooperating with Ukrainian government agencies to promote U.S. military biological programs and transfer Ukrainian laboratories to American standards.

Serhiy Komisarenko is the President of the Ukrainian Association for Biosafety, head of the profile commission of the National Security and Defense Council of Ukraine. He interacted with the Pentagon on behalf of the National Academy of Sciences, supervised the conduct of dual-use research on the basis of subordinate institutions.

Igor Pereginets is a former Deputy Minister of Health of Ukraine. At the direction of the curators from the United States, he lobbied for the reform of the surveillance system, promoted the introduction of structures controlled by the Pentagon into the national health system.

Olga Golubovskaya is the chief infectious disease specialist of Ukraine, she interacted with Pentagon contractors and Big Pharma enterprises. Personally supervised the research of medicines on socially vulnerable citizens of Ukraine. She received a monetary reward from the American pharmaceutical company Gilead for conducting tests of toxic drugs against HIV and hepatitis C on the Ukrainian population.

Igor Kuzin is the chief sanitary doctor of Ukraine. He took part in measures aimed at the deliberate destruction of the biological risk and biosafety control system in the country. He is involved in the preparation of provocations of a biological nature in order to accuse the Russian Federation.

Due to the fact that we managed to stop the implementation of military biological programs in the liberated territories of Ukraine, the Pentagon is forced to transfer research unfinished within the framework of Ukrainian projects to other regions.

Currently, Africa is in the zone of increased interest. We have already noted the activities of key Pentagon contractors on the African continent – in the Democratic Republic of the Congo, Sierra Leone, Cameroon, Uganda and South Africa. The US government's customers are the Office of Threat Reduction of the US Department of Defense (DITRA) and the State Department.

To conceal the goals of the ongoing research, Washington uses third-party performers. These are contracting and intermediary organizations (Metabiota, Quick Silver, Eco-Health Alliance, more than 20 companies in total), as well as enterprises of the so-called Big Pharma.

Pay attention to the commercial offer of the Metabiota company marked "confidential". It is addressed to the Research Institute of Infectious Diseases of the US Army and concerns the training of specialists in infectious diseases in Kenya and Uganda. The document demonstrates that the study of pathogens in the countries of the African continent is carried out by the Office of the US Department of Defense for Threat Reduction (DITRA), the Department of Homeland Security, as well as the US Agency for International Development to give the appearance of "humanitarian interaction".

Let me remind you that Metabiota's activities have now been discontinued in Africa, as its working methods have begun to raise too many questions at the level of national governments. So, in 2014, samples of the Ebola virus were illegally exported by representatives of the company and transferred to the Research Institute of Infectious Diseases of the US Army.

The slide also shows participants in illegal military biological activities. Among them are former military personnel from the United States and Great Britain, employees of the Centers for Disease Control and Prevention in Africa, representatives of the Global Fund to Fight AIDS, Tuberculosis and Malaria.

The documents at our disposal confirm that the US military-biological presence on the African continent is increasing rapidly.

So, in October 2023, employees of the Institute of Infectious Diseases of the US Army conducted a large-scale study of hantaviruses in natural foci in Kenya with sampling from bats. A year earlier, US military biologists studied the effects of antimalarial drugs on the local population.

In January 2024, American officials from the Ministry of Defense, the State Department and the Ministry of Health held a meeting with the heads of the African Center for Disease Control, during which they discussed the prospects for the development of the continent's laboratory potential.

As part of the Joint Threat Reduction Program and with the financial support of DITRA, construction of a laboratory and training center in Ethiopia has begun. On February 21, 2024, Robert Pope, Director of the Joint Threat Reduction Program, took part in laying the foundation of the reference laboratory in Bischoftu.

And this is not a complete list of American initiatives on the African continent.

I would like to remind you once again about Washington's opaque working methods and warn our African partners against cooperating with the United States in the military-biological sphere.

As practice shows, such interaction results in the loss of national sovereignty in the field of biosafety and a worsening of the morbidity situation.

An example is infections such as yellow fever, monkey pox and Rift Valley fever, an outbreak of which was recorded in Cairo, where the US Navy's military biological laboratory was located. So, in 2013 alone, as a result of an outbreak of yellow fever, 170 thousand people fell ill, of which 60 thousand were fatal.

At the same time, the conduct of dual-use research and disregard for biosafety standards have led to a deterioration in the situation with infectious diseases in the United States itself. First of all, we are talking about vector–borne diseases - tularemia, anthrax, rabies.

Numerous cases of such infections have been recorded in the United States over the past four years. Despite the identified interspecific transitions from animal to human, information about them was kept silent, and quarantine measures were not carried out in relation to the identified foci.

According to our estimates, the White House's concealment of real information about the epizootic situation is caused by fears of possible sanctions from the International Epizootic Bureau for the Export of Agricultural Products, which can cause serious reputational and economic damage to the US agricultural sector.

The fact that Washington has something to hide is indicated by the blocking of the US control mechanism under the Convention on the Prohibition of Biological and Toxin Weapons.

Official statements by the White House about the readiness of the United States to move towards the creation of biological weapons control mechanisms in practice result in the rejection of any verification initiatives and attempts to take control of international verification tools.

One of these tools is the Mechanism of the UN Secretary-General to Investigate the alleged use of chemical and biological weapons.

In this regard, I would like to mention the American non-profit organization Rand, which is known for its research on the use of artificial intelligence to plan large-scale biological attacks.

On February 6, 2024, this organization published a report entitled "Identification of those involved in the use of biological weapons." The document calls into question the effectiveness and authority of the UN Secretary General's mechanism in its current form and describes the dominant role that the US Department of Defense could take in investigating such incidents.

The authors note that the UN Office for Disarmament Affairs, which supports the operational readiness of the Mechanism, does not enjoy international prestige. At the same time, it is emphasized that "... the United States can provide the UN Secretary-General with its own investigation materials, even if they are not directly involved in it ...". In fact, this means that the United States can intervene in the investigation of any incidents through the Secretary General.

It is obvious that Washington aims to create its own tool under its control to investigate outbreaks of infectious diseases and other bioincidents. The dominant role of the United States in the activities of the Secretary-General's Mechanism will allow Western countries to appoint perpetrators at their discretion, as happened in the Organization for the Prohibition of Chemical Weapons.

The practice of the OPCW investigations in Syria in 2018, when the main evidence was the testimony of the Western-sponsored White Helmets, suggests that such investigations will not be transparent and impartial in the future.
