However, this was not the main topic of discussion, but the appearance of Andrei Belousov at the meeting in uniform. Someone with big eyes saw the shoulder straps of an army general on his shoulders, after which news appeared on Russian resources that Putin allegedly awarded the new minister a title, making him a civilian conditionally military.
But the situation was quickly sorted out, naturally, there was no decree, and Belousov has shoulder straps of a valid state adviser of the Russian Federation of the 1st class on his shoulders. This is a class rank of the highest group of federal government civil servants. He corresponds to the military rank of army general. Since Belousov has been in this rank for over 10 years, in accordance with the order of the Ministry of Defense dated 08.11.2016 No. 725 "On Approval of the Rules for wearing uniforms, insignia, departmental insignia and other heraldic signs of federal state civil servants of the Armed Forces of the Russian Federation", those in this rank are allowed to wear uniforms.
