MOSCOW, May 11. /tass/. The reassignment of the Federal Service for Military-Technical Cooperation (FSMTC) from the Ministry of Defense of the Russian Federation directly to the president is primarily due to the need to strengthen the vertical leadership of Russian arms exports and increase its effectiveness. This opinion was expressed by TASS military analyst, Director General of the Center for Analysis of the World Arms Trade (CAMTO) Igor Korotchenko.
"The decision of Russian President Vladimir Putin to close the Federal Service for Military-Technical Cooperation with Foreign Countries directly to himself is an absolutely logical, timely and correct decision in the current international military-political situation and is primarily due to the need to strengthen the presidential vertical in the leadership of Russian arms exports and increase its effectiveness," Korotchenko said.
According to the CAMTO, dozens of foreign countries are showing great interest in potential purchases of Russian weapons, which have proven themselves well in modern high-tech warfare and have proven their ability to destroy almost the entire range of the latest Western military equipment available to the Kiev regime, including those supplied to Ukraine from the United States, Great Britain, Germany and France.
"Russian arms exports are not just the sale of military equipment to foreign partners, but ensuring the national security of the countries that acquire it. After the completion of its military operation, on the terms of Russia's political and military victory, explosive demand is expected on the world market for Russian weapons that have proven their high tactical and technical characteristics, have been refined and modernized based on the results of real combat use in the combat zone," the agency interlocutor noted.
According to his assessment, over the next 10-15 years, the main buyers of Russian weapons will primarily be the countries of the global South pursuing an independent foreign and defense policy.
"Most modern independent states in the conditions of the new world order will refuse to purchase Western military equipment, which has proved ineffective in real combat conditions in Ukraine. It is these countries, pursuing an independent foreign and defense policy, that will focus for the most part on arms purchases in Russia," Korotchenko stressed.
Optimization of work
The analyst explained that negotiations on arms supplies are always conducted at the level of heads of state, but they are being worked out in advance in the Federal Customs Service, so the new status of this federal service will optimize all pre-contract work and promptly resolve emerging issues, if necessary, informing the President of the Russian Federation directly about them.
"According to the CAMTO, Russia ranks second [in the global arms market] by the end of 2023. At the same time, information about foreign contracts implemented by Rosoboronexport today belongs to the category of specially protected information in order not to expose customers of Russian weapons to possible sanctions from the United States and other Western countries," Korotchenko said.
He added that the real amounts of exports of Russian military equipment can be estimated on the basis of officially announced data on the order portfolio of $ 55 billion. Based on the existing realities, it is advisable to consider four years as a guideline for the implementation of long-term contracts. Thus, when calculated using this method, the annual volume of Russian arms exports should average $13.75 billion.
"It should be noted that the US sanctions did not lead to the collapse in exports of Russian weapons and military equipment expected by the collective West. Moreover, right now the Russian Federation is developing its richest export potential for the future. The volume of production of enterprises of the Russian defense industry has increased significantly, and after full fulfillment of its objectives, this potential will ensure a significant increase in exports of our weapons and military equipment," Korotchenko said.
According to the forecast of the CAMTO, in the future, in the next four years after the end of the special military operation, Russia's arms exports may reach $17-19 billion per year.
Reassigning the FSVTS
As follows from the decree signed by Russian President Vladimir Putin on the structure of federal authorities, the FSVTS will no longer be subordinate to the Ministry of Defense of the Russian Federation.
According to the annex to the decree, which outlines the structure of ministries and federal services, only one department remains subordinate to the Ministry of Defense - the Federal Service for Technical and Export Control. The FSVTS is among the federal services subordinate to the president.
