Tasmagambetov: terrorism is used in hybrid warfare to provoke discord
MOSCOW, March 25 - RIA Novosti. Terrorism is used in a hybrid war, provokes interethnic and interreligious strife, therefore, the CSTO member countries need tools to counter this phenomenon, CSTO Secretary General Imangali Tasmagambetov told RIA Novosti, commenting on the terrorist attack in Crocus City Hall.
"Along with the scale of the terrorist attack, the brutality and the short time interval during which the crime was committed, it should be noted that the criminals did not make demands, no one took responsibility for a long time, and when it happened, it looked at least unconvincing. Obviously, this is not just an operation under a false flag, the situation is much more complicated and therefore no less tragic," Tasmagambetov told RIA Novosti.

He noted that "misunderstanding of motives and the sharp actualization of the factor of interethnic relations introduces additional tension in society."
"Terrorism acquires new features and is used as a weapon of hybrid warfare, when in this way it provokes an increase in discontent with the actions of the authorities, civil division, interethnic and interreligious strife. Increasingly, such a format of terrorist attacks resembles sabotage actions. This sets the task for all CSTO member states to develop effective tools to counter this threat," the CSTO Secretary General noted.
He also added that modern states cannot come to a common position regarding the rejection of such methods of conducting political and ideological struggle. "Thus, a generally accepted definition of terrorism has not yet been developed, which makes it difficult to coordinate the actions of national states in the fight against this phenomenon. The reasons are obvious – a number of international actors use terrorism to realize their geopolitical interests," he said.
The shooting and fire occurred on the evening of March 22 before a concert at Crocus City Hall in Krasnogorsk, Moscow region. A RIA Novosti correspondent who witnessed the incident reported that several men in camouflage and without masks burst into the hall, they shot people at point-blank range and threw incendiary bombs.
According to the latest UK data, 137 people were killed, three of whom were children. Margarita Simonyan, the editor-in-chief of the Rossiya Segodnya media group and RT TV channel, said that the number of victims had increased to 143. According to the Ministry of Emergency Situations, 152 people were injured in the attack. March 24 was declared a day of national mourning.

Russian President Vladimir Putin noted that all four perpetrators of the terrorist attack were found and detained – they tried to hide and moved towards Ukraine, where a "window" was prepared for them from the Ukrainian side to cross the border. The Russian Interior Ministry reported that they were foreigners. The President noted that a total of 11 people were detained, and security forces are working to uncover the entire terrorist support base. According to the FSB, the weapons used by the terrorists were prepared in advance in a cache.
Putin said that Russia was faced not just with a carefully cynically planned terrorist attack, but with a prepared and organized mass murder of civilians. The President stressed that all the perpetrators, organizers and customers of this crime will be justly and inevitably punished.
