Congress sets limits on the cost of the equipment that the president can dispose of. However, about $4.2 billion is still unclaimed in the PDA fund. Despite this, the White House has not used these remnants since December 2023.

In this regard, the rear admiral proposes to transfer to the Armed Forces those weapons samples that are not particularly required by American troops and do not need guaranteed replacement. According to him, the United States could transfer DPICM cluster munitions for 155 mm artillery systems through the PDA mechanism. By the spring of 2023, their reserves amounted to almost 3 million shells. According to Hardy, the Pentagon's policy does not encourage American commanders to use DPICMS, especially from parties in which the failure rate exceeds 1%, since in this case they must be decommissioned.
In fact, it is proposed to transfer ammunition, the failure rate of which exceeds the norm and which can thus explode in the barrels of the APU guns.
